      Hello Better Business Bureau,I hope this email finds you well. My name is ****** (********************, and I am writing to bring to your attention a matter of significant concern regarding construction delays by the developer of the property at *********************************************************I am a buyer of a pre-sale townhouse within this development, and the developer is Enrich Capital No. 1 ******************** I purchased the property in October 2021, with the initial estimated completion date provided by the developer being around April 2023. However, this timeline has been delayed by nearly a year.Throughout the past year, the developer has revised the Disclosure Statement twice and issued formal inspection/move-in notices on two occasions, yet they have failed to adhere strictly to the timelines provided. Despite my repeated inquiries into the reasons for the delays, I have been informed that inefficiencies in the **************** and ** ***************** are to blame. To verify this, I personally contacted the City and ** Hydro offices, and the situation appears to be inconsistent with the developer's claims.I understand that the ************** is committed to efficiently addressing residents' housing issues. However, the actions of the developer seem contrary to this principle. The consistently misleading information provided by the developer has resulted in strong dissatisfaction among buyers and a series of complications. If possible, I would appreciate it if the relevant authorities could conduct an investigation and provide oversight.I am unclear about the underlying issues, but the developer's repeated excuses have caused significant inconvenience and discomfort. I trust that BC Housing will look into this matter promptly.Thank you for your attention to this issue, and I look forward to receiving your response soon.

      We understand the concern and frustration that the buyer has gone through from the delay in completion.  We are as eager as the buyers to complete the project. As a business, delays in completion mean delays to receiving income from the project. The buyer has tried reaching out in between to ask for updates.  We have responded to his concerns to the best we can based on the estimated schedule we had during the time of response. The progress updates sent to all homeowners in December 2023 was only for a project update.  The letter also stated that the timelines are estimates based on the schedules given to us at the time of response and could be affected. All official notices will be sent to buyers again once there are official updates.  Unforeseen circumstances such as delays in schedule from different parties, extreme weather and material shortage have all affected the estimated schedule throughout the project. Again, as a developer, if we could complete earlier we would do so because it is in our financial interest to complete as early as we reasonably can.

      As stated in the original disclosure statement, the "outside date" for completion is by Oct 30, 2024 (please reference back to the **** All amendments to the disclosure statement relating to changes to the project including the anticipated completion dates have been filed and sent to the buyers for updates . We are entering the completion stage and have already completed the homeowners orientations with some of the unit owners.  Orientation invitation is going to be sent in the next 1-2 weeks to the next group which includes Unit#**.  We are hoping to be able to complete the units after the city inspections. To further explain, the orientation is only for homeowners to view their purchased units before the completion date.  This does not guarantee a final completion date.  All official closing notices will be issued by our representing lawyers to the buyers' representing lawyers.  For your further information, we are filing a fifth amendment for the anticipated completion date update. All notices and updates will be distributed once ready. Thank you!
