On August 31, 2020 We contracted with Virgil ****** Land Surveying to survey a lot located on ***************** between Santa ***** and ****** St in *******. A starter fee of $1800 was required, for a total price of $4,500.00 for the whole project. A check for $1800 was sent on 9/03/2020. The purpose of the survey was because we became aware that a neighbor was trying to put fencing on part of lot. We disagreed with his placement and decided to obtain a survey.During September we met Mr. ********************** out at the property in September for the start of the preliminary work. At that time he stated that he would be checking with the other neighbors to see if they wanted to go in on the survey. On October 8,2020 i received an email from Mr. ********************** stating that he thought that he would be ready to set the corners Monday October 12,2020.On October 19,2020 we sent an email to Mr.CHavez requesting a list information. His response was that he was going back 10/21/2020, to set the last point. He went on to explain that when they finished drafting that the survey would the n go to the recorders office for recording. Mr. ********************** did advise at that time that the recorders office was slow because of the pandemic. On November 16th,2020, Mr. ********************** sent us the first draft of the survey He stated that he wanted to get the survey to the county that week. On December 04, 2020, we sent a certified check withdrawed from our checking account to Mr. ********************** in the amount of $2700.00, which was the balance of the amount of his servies.Since 12/2020 Mr. ********************** has failed to response to any of our calls and no final survey has been recorded with the county. He failed to perform. Now we may have to paid for another survey.Business response

In the interest of clarity, customer's explanation starts out okay. However, as I have stated to them repeatedly, they are free to move ahead with fencing or whatever based on the points physically set as a result of the completed survey. Also, it was with client's knowledge and approval to inquire with three separate neighboring properties if there was an interest to be included in the survey. I did so & waited for weeks for any of them to respond to no avail.
That said, The Record of Survey is exactly that. It is a map showing the results of a boundary survey. These maps are checked by the County Surveyor's office. This means there is a back and forth between the County and the Surveyor or Engineer performing the survey. I have no control over the length of response time from the County. Also, the County staff person experienced a severe reaction to a covid vaccination shot and was not at work for at least several weeks. I was unaware of this occurrence until recently. Given the whole covid experience, I have done my best with a reduced staff, due to covid concerns. And more recently the loss of my 94 year old mother.
The map in question is under review in the office of the County Surveyor for (hopefully) final review. I can only promise to diligently pursue the County's assistance and cooperation towards the finalization and filing of the Record of Survey Map.
Finally, public agencies have been severely challenged by covid-19. Some have responded better than others, however during the pandemic, it has been painful for most people to deal with the cities and counties as they have continually changed protocols in regards to dealing with the public and compliance with Federal, State and Health regulations and guidelines.
