I purchased a car from CPR Classic on Feb 10, 2024. The car was paid in full 2/12/24 via wire transfer. The car was received at my address 3/27/24. Upon receipt I asked for the car title and was promised multiple times since that date that the title would be sent. I also had the car inspected by a licensed mechanic on 4/16/24. Numerous significant mechanical issues were discovered and when I notified CPR President *************************** of those issues, she promised a 'plan' to help financially address those issues. I sent emails on 4/16 listing the mechanical issues, another on 4/24/24 and another on 5/13/24 asking for the title, her plan to address the serious mechanical issues and in the 5/13/24 email a notice that we would return the car to CPR with iron clad assurance that CPR could refund our monies. This last point is critical. We discovered after the sale that CPR has been served with 37 civil lawsuits since the beginning of 2023. All basically for the same scam; CPR gets a car on consignment from a seller. When the car is sold, the consignor (who retains the car title) is never told of the sale. CPR tells the buyer that they have the title at their 'bank' and will quickly get it sent. After multiple delay tactics and promises to provide the title, CPR stops responding to the buyer leaving them with a car that cannot be registered to complete the ownership transfer. This is in violation of CA code 5753 regarding car title transfer within 15 business days of car being paid in full. Meanwhile the seller is left not knowing that their car was sold. Ultimately the buyer has the car, the seller the title, and CPR has the sales proceeds that simply disappear into the business. In my specific case, I need either the title or an agreement that the car return will definitely come with my money being refunded. The 37 civil complaints consistently highlight that CPR takes the sales proceeds and they simply disappear.Initial Complaint
