      Our water district changed their billing beginning 7/1/2018 to a lower fixed rate and a per person variable charge for sewer. BVMHP then started to charge us residents a higher flat fixed rate per unit. Management reported to EVMWD258PPH in order to pay the district a lessor amount and profit almost one hundred thirty thousand dollars since then. By under reporting PPH to the water district, the district allows a lower daily allotment for residents water usage making us residents pay higher tier rates to the water district and higher than charged rates to management for sewage because we are sub metered. Also, management has two accounts with CR&R Trash. One for management and one for residents. The park adds both billing statements together and has Us Residents Pay For Both Accounts against MRL798.40 Utilities Separately Billed where it reads in part: the park management may elect to bill a homeowner separately for utility service fees and charges assessed by the utility for services provided to or for spaces in the park. The amount shall be equal to the average amount charged to the park management for that utility service for that space. Then, lastly, we residents are charged for our sub meter at currently thirty-five dollars and o9 cents per month. After checking the law we realized that the park owner is responsible for the sub meters in the park, not the residents. This allows the park to profit over fifty thousand per year. It is listed on rental statements as a "customer service charge" . The only service charge per MRL is $4.75 representing the total of management's and the billing agents cost's. This charge is not on our rental agreement but has been charged since I moved here and even longer for others.. To serve as a warning to the residents of the other 20 parks' owned by this company please check this out.

The amount shall be equal to the average amount charged to the park management for that utility service for that space.Then, last but not least, we residents are charged for our sub meter at $***** a month. After looking into the charge and laws, I realized that the *** owner is responsible for sub meters in the park, not the residents. This allows the park to again profit over $********* a year here also. It is listed on our rental statements as a "customer charge". The only allowed "service charge" according to MRL is $4.75 for billing, administrative or other fee representing the combined total of management's and the billing agent's costs. This charge is not on our rental agreement but has been charged the entire time that I have lived here.
