Our house was started April 2023 Work seemed to go pretty good until January 2024 and then things seemed to go bad. Western cant get their subcontractors to complete the work on fire sprinklers and cracks in walls and ceilings to get the final inspection done. I have asked repeatedly for a completion date which they have failed to provide. Valor construction installed the fire sprinklers and Western cant get them to final the job! Contract shows 339 days for completion from start date and we are well over that as of today July 10, 2024. We need our home.Business response

We have had a number of issues with the sprinkler sub recently and have been working on getting a resolution with the sub and our homeowners. The sprinkler system is on a separate permit than the home we are building. The fire marshal ****** of the sprinkler system. When we called for a final inspection with the Fresno County ************** the building inspector wrote up a correction on the sprinkler system. This must be corrected before a final re-inspection can be call in to the County. The sprinkler sub has been dragging their feet to make this correction. We have been promised by the sprinkler sub it will be resolved by Monday722/2024 which means we can call the County for a building re-inspection by the first of next week.Initial Complaint

Over two years ago we closed to have the company build the home and it's not done. It has cost it us lot of unnecessary expenses for their negligence and with that has caused us way to much stress.Business response

Due to issues with our sprinkler sub, the fire sprinklers did not get signed off by the Fire Marshal so we could not proceed with the project. They have since been signed off and we have proceeded with the project. We are approx., 1 month from completion.
Per our "sales Agreement" page 2 #9 " Further, ****** Homes shall have no obligation if Homeowner incurs any damages or liability by relying on preliminary estimates, including actions by Homeowner to lock in interest rates, sell existing homes, cancel existing leases, etc. ****** Homes is not responsible or liable for any delays (including delays beyond the completion date () caused by acts of God, weather, the elements, shortages of labor and/or material beyond Western Homes control criminal acts of others (including vandalism) and other events unforeseen by and beyond the reasonable control of Western Homes.

After plans were approved by the county, Western Homes started construction on August 22, 2022. This is only a 2bed/2bath approx 1450 ** house so you would ****************** would/could go faster than an average home. To date, we are still waiting on Western Homes to finish construction. Western's website advertises a 42 week average construction time. We are in week 68 (yes, that's 26 weeks or 6 months more than their advertised) with no end in site and Western unwilling to give a definite timelime for completion. In the last 5 months, there has been minimal progress despite our pleas. Western only has a few items to finish (final finish plumbing, HVAC start-up, Energy inspection, re-stucco, and fire sprinkler final), but week after week, no progress. It is extremely costly and frustrating. We have over $400K invested (land, infrastructure, and over $240K to Western). When Western initially started construction on the house, it progressed on a reasonable timeline. However, once the roof went on in Fall 2022, construction really started to go slow. PG&E power has been connected since Oct 2023. During the PG&E application process, they actually called me wondering if we still wanted a connection because we had waited months for Western to do final electrical. Access to the building site was only limited twice this past year. One week in Oct 2023 do to pouring concrete driveway/patio and house and one week in Jan 2023 due to a bridge flood. Quality-wise, I have been happy with the house, my only complaint is their inability or lack of effort/desire to finish work. I would never recommend Western to anyone, unless they don't mind being ignored by their contractor and construction time taking much longer than expected and/or advertised.Business response

This was at the end of most of the ***** issues. Not only was Western Home effected but many of our subs were as well. This led to staffing shortages and also supply chain issues. As our "Sales Agreement" states "Western Homes shall have no obligation if Homeowner incurs any damage or liability by relying on any preliminary estimates, including actions by Homeowner to lock interest rates, sell existing homes, cancel existing leases, etc. Western Homes is not responsible or liable for any delays (including delays beyond the completion date) caused by acts of God, weather, the elements, shortage of labor and/or material beyond the Western Homes control, criminal acts of others (including vandalism) and other events unforeseen by and beyond the reasonable control of the ****** Homes. This home was completed and passed County final inspection in January 2024.
