The business sells a frequent shopper program that claims to offer the 13th bag of food for "free". When I tried to claim my "free" 13th bag, the employee told me I had to pay tax on the bag. This store which sold me the frequent shopper program provided no terms and conditions, so of course I expected to pay $0 for the bag and since there was no charge, there should be no tax. Previously, when I tried to claim my "free" bag, they tried to give me a lower cost bag or have me pay the difference, which is also not free. This business needs to, at minimum, provide a list of terms and conditions for the program they're selling their customers.Business response

Rivertown Feed & Pet Country Store, **** works with a company called Astro Loyalty Rewards.
Astro partners with manufacturers to offer great deals on pet foods & products that Rivertown sells.
Rivertown facilitates this process, which is voluntary and no cost to the customer.
********************** contracts with Astro to allow customers frequent buyer deals & paperless coupons.
Manufacturers determine the discounted offers and terms. Astro terms & conditions are
posted throughout the store. In most cases,the free items from the frequent buyer program
will be equal to or less than the previously purchased items, as determined by the manufacturer.
Per CDTFA publication 113, California requires that sales tax be collected on the free products & dollar off discounts.
In response to this complaint, we have increased the amount of signage at the registers & product shelves.
