      On September 17th 2022 I came into REG PROS located at ********************************************************************************* at approximately 1pm. I brought in all the documents needed to register my 2019 Freightliner Cascadia purchased in *****. I was serviced by a young lady who advised that I had two options, to do just the transfer of title work and registration or to just do registration since I was getting *** plates that another office would handle. She was really helpful and advised that I may be charged twice for the same service if we registered the truck there and with ***. I agreed to just do the title work. She advised that since I had purchased the truck out of state that I would have to pay sales tax on the vehicle. These taxes totaled to approximate $9604.70. Since these was an unforeseen situation I had to put the total on 4 different credit cards. Amex ending in xxx05 in the amount of $916.70, Cap one ending in xx56 in the amount of $3193.00, Chase Business Card ending in xx10 in the amount of $2199.00, Amazon ending in xx86 in the amount of $3296.00. Unaware that since I was getting *** plates (International Registration Plates) I was exempt from paying this sales tax/use tax. In **********, there is a sales tax exemption for vehicles used continuously in interstate commerce and not exclusively in **********, *** vehicles meet this exemption. Tractors, trucks, and truck tractors (pulling units) registered with apportioned plates under the International Registration Plan (***) are exempt from motor vehicle tax when the vehicles are either purchased in ********** or are purchased out of state and registration fees are apportioned into **********. I was not made aware of this until I went to the *** registration department and was advised that I was exempt and I should have been advised by REG PROS. ******* advised that they do provide DMV services but there systems are not the same and that they cant waive sale tax unless a form is provided from the ******

      ****************** did process a registration for her vehicle in our office. The Tech that helped her advised her she will be paying sales tax in office due to not having a receipt/proof that sales tax was paid when purchasing the vehicle out of state or paperwork stating her business was tax exempt. For us as a third party licensed by ***, We are required to collect proof from a person or business that they paid sales tax or have the correct paperwork that exempts them from paying taxes.The Vehicle Industry Registration Procedures Manual from ***, CH 4-Sec ***** scrolled down to vehicle/vessel purchased out of state.

      Our tech noticed that ****************** was unsure on what to do and advised her to contact an *** office (which was provided to her by the Tech) then come back a different day if she wished to continue the process. 

      At this moment ****************** stepped away from the window made some phone calls and gathered some info; about an hour had passed before she came back in to our office to complete the application. Our Tech made sure before completing the application that this was something ****************** did want to do, She offered *** as an alternative but she stated "she wanted to get it over with" At this point we completed the application.

      As she stated we do not handle *** registrations in our office but we can register a vehicle under non-op so she can receive a title to do the *** service. We have 2 other companies that we help to process the same type of applications. They have never had an issue, nor has the *** stated we have done the transaction wrong.

      All *** fees that are collected are paid to the *** by the end of the day. Therefore we cannot void transactions after 4:30pm same day! Due to this we advised ******************  to submit a refund form to the ***(form ADM 399). The money we collected from her is now in the ***'s account and we have no access to get it back. She stated she did submit the refund form "ADM 399", but she is upset on ***'s turnaround time for refunds. We have no control on ***'s processing time and even though they state 30 days it does usually take way longer.

      We now have ****************** doing a credit card dispute because she doesn't want to wait for *** to process her refund. This transaction is not fraudulent since she willing fully decided to compete it in our office rather than going to ***.
