In January of 2021 I enrolled and started at UEI college in Sacramento. While filling out registration and grants, I seen a display case t Displaying the tools we would receive upon graduation. Three of the staff members confirmed that those were the tools I would be receiving upon graduation. The tools were name brand quality tools. I was very excited & eager to begin. I achieved Honor roll All 9 months, graduated only to receive a set of tools that were far from the quality shown in the display case. I was very disappointed & upset to receive low budget quality.I contacted the president and CEO and received a phone call from their director stating it was just an error, they were purchased just for show cleaning the people at that location had no idea what tools the students would actually receive.Personally, how can an established business since **** not no what to put in a display case when opening a new school. I think that the tools in the display case were part of a bait and switch scam to falsely lure people into thinking they were going to get quality tools to begin a new career with. If I would have known that in the beginning I would have thought twice about even enrolling. As an automotive technician you need at least some type of scan tool to be able to diagnose what's wrong or to read the codes in a vehicle. The director stated an OBDll Is around $5,000. No, it's not. There wasn't even a multimeter, nothing along that line to assist in diagnosing a vehicle's issue which is something that we were taught when I first started to hook up the OBDll reader and see what codes show. This was very misleading and very disappointing. I'm sure that there are standards and procedures in setting up an establishment such as a school to help people get educated and obtain a new career. Expenses are approved by somebody. Somebody knew what was bought. And I'm sure somebody knew that those were not the right tools students would receive upon graduation.Business response

Dear Better Business Bureau,
Thank you for providing us with an opportunity to respond to complaint #********, submitted by ******************* to the Better Business Bureau serving ******************** (BBB). ************** enrolled into the Automotive Technician (AT) program at *** College- Sacramento on January 27, 2021 and graduated on October 25, 2021.
The School Provides a Tool Kit Upon Graduation, however no Specific Brand is Guaranteed
In her complaint, ************** states that at the time of her enrollment in January 2021, she viewed a display case which contained a sample tool kit for the AT program. It should be noted that the tools in the display case are an example of a tool kit that students receive upon graduation,however no specific brand of tools are guaranteed. The enrollment agreement signed by ************** on January 19, 2021 does not make mention of a specific brand of tools that will be provided to graduates. In fact,the enrollment agreement- which is considered the Ms. ****** contract with the School- does not mention a tool kit as being provided by the School. Regardless, the School does provide an entry-level tool kit to students upon successful graduation from the program,in order to give graduates preparation to begin working in their industry.
The School may make changes to the program equipment and/or materials as needed. ************** was advised of this information in writing per her enrollment agreement. Per the agreement, the School reserves the right to change or modify, without notification, the program content, equipment, staff or materials and organization as it deems necessary. Therefore,************** was aware prior to starting in her program that equipment and materials could be changed/revised by the School.
************** was provided **** and Carlyle Tools following her Graduation from the Program
************** states in her complaint that upon graduation she received a set of tools that were far from the quality shown in the display case. ************* was provided with **** and Carlyle tools, which are of professional quality and are backed by a lifetime warranty. **** and Carlyle are a sponsor for the AT program and supply the tools utilized in the AT program by the students. Therefore, the School provides new tool kits from **** and Carlyle to graduates upon successful completion of the program.
Scan Tools are Provided by Employers for Advanced Diagnostic Work
************** states that her tool kit did not contain a scan tool, claiming you need some type of scan tool to be able to diagnose whats wrong or to read the codes in a vehicle. Scan tools are not issued to graduates as part of their entry-level tool kit. Instead,scan tools are provided by employers to be used in advanced diagnostic work. This is also a similar situation with meters,impact tools, micrometers and specialty tools like oscilloscopes.
The Tool Kit has been Updated in the Display Case
At the time of the Schools opening in May of 2019, the tool kit in the display case was created by local employers, who provided their input on the type of items that would be used by entry-level employees at their locations. During recent ************************** (PAC) meetings which are held regularly at the campus, local employers in the Automotive field have reviewed the **** and Carlyle tool kit provided to graduates, and have deemed that the tool kit is appropriate for entry-level employees in the field.
Upon receipt of Ms. ****** complaint, the School has removed the tool kit in question and replaced it with **** and Carlyle tools to avoid further confusion. Additionally, the Schools Admissions Team will undergo training to ensure that they relay the information to prospective students that **** and Carlyle tools are provided to graduates.
The Director of Regulatory ********** have Addressed Ms. ****** Concerns
In addition to submitting her complaint to the BBB, ************** sent her concerns to the Schools parent company, ***********************************. The Director of Regulatory ********** contacted ************** on November 5, 2021 to address her concerns. During the conversation, ************* stated that she needed a scan tool and a test light due to her desire to be self-employed as a mobile technician as opposed to working in an entry-level position for an employer. At the end of the discussion, it appeared that ************** was satisfied with the explanation provided. ************** also confirmed that she is currently working with the ****** Services team at the School to obtain employment opportunities and would continue to do so moving forward.
