      According to the ********** ********** of ******** Affairs, landlords in ********** are required by law to provide their tenants with safe living conditions, which includes protecting them from ******** infestations.Mar 22, 2023 California Civil Code Section ******** mandates that all landlords of all residential rental property provide to tenants written information about bed bugs and a procedure for reporting a suspected infestation. The law requires landlords to incorporate this information into all new leases that were drafted beginning July 1, 2017, and further required that the information be sent to tenants of existing tenancies by January 1, 2018. Based on the *** Notice H2012-5 guidance, owners/agents should not establish policies claiming that tenants bear the expense of bed bug eradication. However, tenants may be asked to cover expenses associated with bedbug infestation if they decline to cooperate with an IPM Plan or interfere with or fail to allow necessary inspections and procedures.Any postscript to the *** Model Lease needs *** approval. As the lease needs the owner to provide certain extermination assistance, lease language shifting the expense to the resident will be disproved, unless the landlord can show that the bed bug infestation was caused by negligence or carelessness on the part of the tenant. While accommodation rules do not need *** permission, placing the inspection burden on tenants would not be considered a tolerable rule unless the authority has an institutional program to help tenants recognize and understand the significance 7- Landlords who try to pass the cost of bed bug treatment on to the tenants are violating the landlord's legal obligation to maintain the property. *** has issued guidelines that prohibit the landlord from charging tenants in subsidized housing for the cost of bed bug treatment.

      I have been providing ****************** with case management services since January 2021 and have visited her apartment on many occasions. During this time I have not observed ******************** apartment to be in an unhygienic condition, and her unit has passed inspections conducted on behalf of the ***************** of San Mateo County. In addition, I have not observed ****************** to live a lifestyle that increases the likelihood of a bedbug infestation she leaves her apartment once a week or less, does not have visitors other than service providers, and does not bring in items from unknown sources.

      Hertiage stated unit 5 which also has bedbugs is directly over unit 1, my apt except my unit is ground floor on the corner and shares a wall directly above unit 3, which shares a wall with unit 4 , which shares a wall with unit 5 ,which shares a wall with unit 6 which shares a wall directly above unit 2..
