      Today Tuesday, July 9, 2024 I called to the office of Katzakian Property Management company to seek assistance with one of their rentals at *****************************************************. When I call the office, a lady answers the phone of the company. She didnt identify herself by name only the company name.I then began to speak and identified who I was and asked for *****. The mystery receptionist lady said to me in a RUDE voice WHAT *****?? She said they have an HOA department side with a ***** or ***** who handles the rentals. I went on to explain to the rude mystery receptionist I had called the San Joaquin County Enforcement Code regarding a 11-foot basil plant their renters are growing was over my fence, The RUDE Receptionist placed me on hold for 4.5 mins and came back to the phone call. She then told me ***** was not in the office she went out to do an inspection property and for me to continue to call the code enforcement at their rental property at **************************************************** and she hung up on me. Since she was shouting in my ear I couldnt tell her the reason why I was calling. I reaching out to ***** who takes care of the Rental Property side of the company to ask her to reach out to their renters and cut their 11-foot basil plant because, I didnt want to cut off their plant. This plant is their cooking plant I didnt want to cut what was over my fence line and toss it in my garbage bin. This rental residence has been called on for killing animals in their back yard, cooking in the garage violation of ordinance code 15.12.020 the fire department called out, and setting up cameras to face into my home master bedroom violation of penal code 632. Yet! This company Katzakian Property Management does nothing. Their relator license CalDRE# ******** should be pulled, this company has no integrity, no respect for people, no compassion for the business. They are in it only for the money and ready to rush and close that next real estate deal.

      Hello. Reports such as the claimed are taken very seriously here. After the initial report was received by our office staff members looked into it immediately. An inspection of the subject property was conducted in May of 2024. There were no evidence of any of the reports claims. The home, both interior and back yard, appear to be well maintained and taken care of.       I am rejecting this response because: Those Pictures they provided of their renter's backyard are from back in May ******************************************************** while to their renter's property - as property owners we are in July 2024. There are multiple plans on the ground that are growing in pots and those plants in subject are also in pots. Also to mention the last fence post has water damage due them watering so much. They wash the animals they have killed and washing their big commercial cooking pots ( I have pictures of them washing the commercial pots and picture of them killing animals) the ****** water and greasy water runs to the fence post. This area where the fence post is lose is due to them watering to much and watering with their garden feets away from the shared fence. This company is the sole owners of this property as property Owers we need to come together and fix this issue and the shared fence post. Those pictures they have provided again are old they need to make a current visit.

      I am rejecting this response because: I provide the pictures of the current plants in subject in complaint.  We will be in contact with you has homeowners we need to work together to take responsibility of the fence post. I do have what you are asking for but unable to unload. ******* we will be in touch you might want to make a current visit to your renter home.

      I assisted my daughter by helping her rent an apartment from 12/3/2018 to 4/29/24. I put $1,250.00 down as a security deposit on the unit. After moving out, I received an additional bill for $1,128.00 for repairs and upgrades, and threatened to be sent to collections if I did not pay the bill within 30 days. I paid a security deposit for such repairs. If the property manager felt that more funds were required, they should fix the security deposit at a different level. I have rented before and the security deposit as always been adequate.In today's economy such a large unexpected bill for a senior is a hardship.

      I had a appointment on September 23, 2021 to view the property at *******************************************************************. During the tour, there were several things noted by the employee of Katzakian Property Management of dirty/damaged areas and/or items in and around the property. We were told the property had not been cleaned yet (which was very obvious with massive patches of cobwebs, splatter and spills over several areas of walls, and layers of dust). We were told a cleaner and maintenance worker would come to the property prior to our move-in date (October 1, 2021) to ensure the property would be move-in ready. When I received the keys on October 1st and entered the property, it was obvious no one had come to the house to clean or make repairs as the same damaged/unclean areas were present. The property manager failed to complete a walk-through within 7 days so I took my own photos and emailed a list to the property management office describing the photos. The property manager did come out after 7 days and completed a walk-through noting several damaged/unclean areas/items such as broken mirror doors, broken drawers, broken garage door, missing window screens, missing/damaged window blinds, and a pond not in working order collecting algae, etc. I have resided at this property for almost 8 weeks and nothing has been repaired. I have contacted the company several times by both phone calls and emails with extremely delayed responses or multiple contacts before receiving a response. There was also a recent situation on 11/10/2021 where the gas stove was malfunctioning and unknown if there was a gas leak. There is not a 24/7 contact for the property management office to address potentially dangerous or emergency repairs so I sent an email right away. I received a response on 11/12/2021 stating someone will contact me, but I was not contacted. I reached out again on 11/15/2021 and repairs still have not been completed. The company also has refused to contact the owner on my behalf.

      This tenant moved in on 10/01/21- she was made aware the house was not ready as we were still waiting for repair items on order and vendor availability; however, she was insistent that she be allowed to move in because she said her current living situation was not habitable and she was having issues with her landlord. So per her request and with her understanding, we allowed her to move in. Once she moved in, she started complaining of repairs not being done- mind you, none of these repairs present a habitability issue- we're talking cobwebs and cracked outlet covers (among other similar items). We have been in constant contact with her explaining that we are waiting on vendor availability due to COVID- staff, supplies & materials are extremely limited and also it's the holidays which also causes delays. We have also had vendors try to contact her and she doesn't answer her phone. We just had a vendor out there on Thursday 11/18 and we had two vendors attempt to reach out to her again today. As far as us not contacting the owner on her behalf, this is in reference to us refusing to give her the owner's personal gate code to the entry gate. We have a very extensive documentation trail with this tenant, which we believe shows our due diligence. We are doing our absolute best during these uncertain times; however, we too are at the mercy of our vendors availability. We have tried talking to her to no avail, we even offered to allow her to move- instead we just keep getting aggressive emails and yelled at by phone. Not sure what else we can do..

      I am rejecting this response because:

      We were asked to move in sooner, which we rejected due to repairs not being completed. We only accepted the move in date of 10/01/2021 because we were told all repairs would be made prior to that move in date. Once I received keys, I did request to back out of the contract within the first week due to promise of repairs not being met. I never received a response from the company. Also, repairs have not been delayed due to any of the said reasons. I have had to make multiple attempts to reach out to this company for repairs and have documentation stating work orders were not created from this company to the vendors which is the cause for delays. I have not received a call from any vendor in which I did not call back. I even contacted the company notifying them I have not been contacted or followed up with from certain vendors which I also still have not received a response. This company's employees lack communication and I have to initiate follow up on repairs. The house has broken items, not just unclean, which they have a list of. Also, it is highly unprofessional to tell a tenant to move out if they are unsatisfied with the service ofca property management company rather than addressing poor job performance from their employees. This is not a satisfactory solution when there is a signed one year lease and the move out reasons would be due to lack of professionalism and communication from the company which cannot guarantee a returned deposit.
