April 14th 1:50am. Can driver refused to charge normal flat rate fee and unethically extorted approximately $80usd for a $56 fare. Unacceptable, no excuses. Driver license plate number *******.Initial Complaint

On September 30 at 8:20am I went to a taxi stand at **************************** and the subject of this complaint's vehicle was at the cab stand as the next available cab. I asked to be dropped off at ************* (*****************), Lot A or B. Cab driver stated he did not know where that was. I asked where his meter was and he stated he did not have one, but was tracking his time on his phone. I was uncomfortable with the lack of a meter and he said I could get out of the vehicle while approaching a freeway onramp. This would have been extremely unsafe so I did not get out. He instead brought me to the ***************. I told him it was the wrong place but he had no idea how to get me to the right place. Since it was so early and the Aquarium had not opened yet the area was isolated, unsafe, and there was no one to ask. He charged me $90.75 to go 24 miles. He did not show me anything in writing to explain how that amount was arrived at and he had no meter. I felt compelled to sign the credit card slip out of fear (I am elderly) but I did not get to the right location and had to get a ride from someone else from where he dropped me off. I thought he was a legitimate cab when I got in but apparently not.
