      Bill Shafer plumbing maintains plumbing systems in carriage Cove. I am replacing an entire bathroom due to a water present when I purchased home 3 weeks ago (leak was hidden under second floor). It is a mold and mildew health concern. Shut-off valve for water cannot be located. Mr S***** has been called numerous times by the park manager as well as myself. It has been 2 days now and Mr. S****** still has not dispatched a person to locate valve. I need a shower. I need a toilet. I need Mr S***** to do what the park pays him to do. Make the shut-off valve accessible in case of emergency as well as needed to make leak repairs, or repairs to home. Thank-you.

I am an independent State Licensed Contractor who provides services for their customers when asked, also providing plumbing services to thousands of others in Volusia County. Currently we are fielding between 75 and 100 calls per day and are booked approximately three weeks out. We try very hard to prioritize this Community and the 5 others they own for they are a very good and large customer. I received your call and immediately contacted the office for they were the ones who would pay for the services. They have to approve this first, before we can enter the property and start any job such as this one. You were placed on our call sheet in order with "priority" when this call came in. Within 2 days my service technician was at your home, and physically showed you not one but two shut off valve locations for your home. I can understand you're not knowing the shortage of Plumbers, lack of experienced technicians and the amount of service requests in this town are making response times long and frustrating. However, I am sure the BBB and any construction contractor in these times would deem this very acceptable. Even though I feel this complaint is unwarranted and very unnecessary, I hope your problem is resolved and wish you the best. The office had called you three times previous to me having to call you (office manager twice and her assistant once). As far as their being 2 shut-off valves one was completely buried. It took your technician a half hour to locate it. Your technician also broke the supply line in the process.It was repaired. You are correct that their was another under the house. In order to use that shut-off valve a person would need to know where the buried supply line comes into the house. Additionally, I am disabled and cannot crawl under a mobile home to find it, especially not knowing where the buried line comes to the house. The repaired valve still HAS NOT been buried or a protective box placed over it as all the other valves in the park are. In other words the job is still not complete. If that valve is damaged by the lawn service company I will be without water once again. It was 2 days that I was without water. I am sorry you may be under staffed. I am even more sorry I was without water for cooking, using the toilet or bathing. Please finish this job by installing the protective box and we can all get on with our lives. Thgank-you. I understand the BBB's mission to try to work and compromise the two parties to resolve issues. This is impossible with this individual! First, I have no contract with this man, he is not paying me and is demanding the community spend money at his deaccession. I should not even be bothered by the BBB for there is no contract between this company and the complainant. However I did what he asked out of my own pocket to resolve the situation and was greeted with disrespect, foul language and zero appreciation for our efforts. He is currently engaged in a project with no permit and an attitude no contractor would accept. Be advised: I do not care if he does not accept my response, he will not accept anyone's response and is not worth my time! I will be filing a complaint with the community manager and the regional manager for his adolescent behavior and disrespect. The box is installed and he has valves to control the water to his home. Done with him, period! Beyond this, here are some facts to the matter: He had no water but was looking for a shut off valve to turn off the water? A valve was under the side of his home but he was too handy-capped to reach it but able to work a remodel in his home? With no permit I should add. He said he had no water for a shower and toilets, really? Any competent individual would know to research these foreseeable problems before starting a project to prevent these issues. Perhaps if he hired a licensed contractor to start with, this issue would be mute. To conclude, I had a conversation with him on the phone and was met with nothing more than insults, foul language and total disrespect, someone you would surly want to continue speaking with. I fulfilled my obligation IAW the BBB and the community. I will not be responding to any further mistruths and false accusations from this person.
