      I accepted and signed an estimate for roof repair with ACP Construction on October 12, 2023. I provided a 50 percent cash deposit of $2250 on that date. *****************, from ACP ,came out to provide the ************ week before. He was shown the interior leaks on my flat roof. A section of the ceiling caved in and there was water leakage in the ceiling at the juncture of the slanted asphalt roof and flat roof.. I had previous estimates from other roofers describing the need to remove at least 2 rows of shingles to seal and resting along with replacing rotted plywood on the flat roof and tarring.This company dragged out the process of obtaining a permit from the city and made errors in submission. The work was finally completed on January 17, 2024. Following city inspection on January 31, 2024, they submitted a final bill, adding on an additional $800 to complete the seal between both roofs. As per previous estimates, this was supposed to be part of the job.I disputed the extra charge ($800) as I was never notified that the estimate had changed without prior notification or written agreement by myself prior to commencing the work. They also added on a city fee.I just received an email from the vice president stating that he would not revise the invoice and he would be putting a lien on my house. He stated that I knew nothing about construction law and he would see me in court.The contract is a carbon copy and does not photograph well.

      I was out of town and saw the letter in the mail when I got back. As per our contract, if there's any building codes that we have to comply with, or if the inspector requires anything else on the roof, we have to do what it's necessary to comply with the ******************** We did his flat and it was attached to his shingle roof. As per Building Code, you have to do a tie-in between the shingle roof and the flat roof. We had to purchase bundles of shingle in order to be able to do that. No shingles were included on the contract. This was part of a building code. Therefore, the customer has to pay that change order. Also, we include permitting, but we do not include the City fee. Nothing was added that was is not in the terms and conditions. And we do not add profit on the change orders. Only material and labor, specially when it's something required by the ******************** I have attached pictures where you can clearly tell that new shingles at the bottom where it meets the flat, were installed. What other companies include does not mean we also include them. When you submit permit applications, sometimes there's errors, yes. Mistakes happen. But that's why there's corrections we can make to the permit. Also the building department does not get back to you in just a few days. Some can take up to a month to get back to you with either an approved permit or with corrections to be made.
