Since December of 2016, the BBB serving Northeast Florida & the Southeast Atlantic has received multiple disputes that indicate a pattern of consumer complaints.
Specifically, complaints allege extreme delays in fulfilling contracts after the business has received payment, especially in instances where funds were received via the consumers homeowners insurance through assignment of benefits. Complaints also state difficulty in communicating with the business regarding contract completion timeline and refunds for incomplete work not issued as promised.
On July 12, 2017, BBB mailed a letter to the business with concerns regarding the pattern of complaints. BBB received a reply on July 18, 2017 stating:
Carlson Enterprises LLC is warm conferencing clients in to Managers, Project Managers and Field Representatives as they call in. If calls are missed and voicemails are left, we make every effort to contact the customer back.
When Field Representatives leave our company, our Area Sales Managers' make it a point to contact all clients of that former Field Representative, and let them know their case has been re-assigned. Unfortunately, due to extensive rain delays in June 2017, several builds fell behind, but the rain delays have been communicated to clients extensively by phone and email. With regard to refunds, it is in our company policy that no refunds are issued for any interior credits or work not completed until the final roof inspections pass and all the accounts are closed and paid in full, with final paperwork issued. No referral bonuses are given until the accounts are closed and paid in full, with final paperwork issued.

April 25, 2018-Attorney General Pam Bondi’s Office filed a complaint against Carlson Enterprises, LLC, a Jacksonville construction company, for allegedly taking money from Florida consumers for roofing repair work and then failing to fix the roofs. The company had active offices in Daytona, Orlando and Tampa. The Attorney General’s Office received more than 70 complaints alleging that the company engaged in deceptive practices over the past few years, including taking advantage of some customers post Hurricane Irma.
“Carlson Enterprises took advantage of Florida homeowners, including many who were trying to pick up the pieces following the devastating impact of Hurricane Irma,” said Attorney General Bondi. “Taking thousands of dollars from consumers for repairs that they fail to make is inexcusable and my Consumer Protection Division will hold the company accountable.”
The complaint further alleges that Carlson Enterprises also collected payments from consumers’ insurance carriers, depriving many consumers of funds needed to hire another contractor to complete the roofing work. The company allegedly failed to even begin numerous projects and continues to solicit new customers as recently as February 2018. Many consumers still have blue tarps on their homes while Carlson Enterprises doors remain closed and continue refusing to return calls.
In addition to filing the complaint, the Attorney General obtained a temporary injunction, including an asset freeze, against Carlson Enterprises. The company also faces civil penalties for violations of Florida’s Deceptive and Unfair Trade Practices Act.
