I paid GovCon Winners $5,000.00 to write two government proposals for my company on Jan 11th, 2023. A current client requested a detailed proposal to extend our working relationship. I provided Kizzy P**** ( owner of GovConWinners) with the proposal details. On 03/01/2023, I received a poorly written outline ( attached under supporting documents) when a proposal was requested was very disturbing. Government contracting is very competitive, and proposals require extensive details on a company's background, work history, and project approach. When I questioned Kizzy about the poor quality of work, I was informed that it was ok to submit an online because I already had a relationship with the client. I didn't want to lose the opportunity with the client, so I spent hours drafting a new proposal that the client requested and reflected my company's capabilities. When I informed Kizzy that I redid the proposal, there was no apology or accountability for not delivering what was agreed to in the contract. Instead, I was met with an attitude and unkind rem**** about my ability to understand my client's needs. I requested a refund on 05/01/2023 due to a breach of contract, unsatisfactory service delivery, and poor customer service, which was declined. I paid for two proposals and didn't receive what was agreed upon, so I would like a refund of $5,000.

Prior to the client signing the contract, she was informed over the phone that if she wanted a firm who simply blindly wrote proposals, to seek a different provider. Instead, by working with us, it would be a month to month subscription and that she would receive coaching on opportunities and we would only write proposals that she could win based on the evaluation criteria and her capabilities.  Additionally, the following items were also included in the month to month subscription.

      • Unlimited review of opportunities (State, Local, Federal, and Private)
      • Two written proposals per month
      • Unlimited review of existing proposal templates and/or submissions
      • *FREE BONUS – introduction to DEI professionals for potential business opportunities

The client agreed and signed the month to month contract with GovCon Winners® on 15th December 2022.

The client paid for one month of services and during such, did not identify any opportunities that fit the proposal writing criteria expressed above.

When the client requested a refund in May of 2023, it was shocking given she had only paid for one month of services.  Keeping with our tradition of stellar client relations, our team repeatedly emailed and phoned the client.  She was difficult to get in contact with and was only interested in getting a refund, despite our attempts to work with her. She threatened us and said she was going to report us to the BBB unless we issued a refund. We do not succumb to threats and stand by our professional, prompt, and proper response to the client.
