      URBAN RESOURCE MANAGEMENT is a company with no boundaries and limits on what it will do to support rogue and retaliatory BOARDS.Urban Resource has dismissed and disregarded many concerns and questions sent via certified mail and email. Only the unit owners close to the Board receive preferential treatment. Since the only way to get a response from them is to write a review, I am writing another one so they can provide a clear and valid explanation for the following unresolved issues:1.Urban Resource has allowed the president of our building (***************************) to sell and rent units, which is against the law.Urban Resource does not care to comply with the following ** Statute:** Statute ******** Officers and directors. --- (3) An ******** ********* or manager may not solicit, 2.My car was keyed with a knife by a Board member, and when the police came to check the security footage, ************************* told them the following:The system is old and cannot be operational. We do not have any plans to upgrade the system because we do not have the budget for that at this time. The statement made by ************************* is false because the surveillance cameras are operable, and the association has money.That said, the surveillance video was not provided to the police even though Urban Resource and the Board were informed immediately when the criminal acts occurred. Furthermore, they did spend a lot of money buying unnecessary new door locks that required a username and password and individual lamp photo sensors instead of purchasing a central/primary timer. The latter are material alterations, and the required unit owner vote did not occur.3.Their managers send rules violation notices to some unit owners while other owners can do as they please without any consequences. Moreover, current Board members are violating most rules, and no actions are taken against them. Urban Resource has yet to respond to the email I sent on 1-16-23 & 1-21-23 about this unresolved issue.4.The unit owners have requested financial reports on how Urban Resource spent the money collected from the last three assessments. Still, financial reports have yet to be provided to the unit owners.5.Urban Resource insists on having the 2023 annual meeting on 1-30-23 via ZOOM when the law stipulates that annual meetings for board elections must be held at the location provided in the associations governing documents. Several emails have been sent about this issue. Urban Resource only permits ballots to be sent via mail, even though the election package did not arrive until Thursday, January 19, for the owners residing at the building in ***********.How does Urban Resource ensure that every owner, including those living in ******, has a fair chance to vote when only voting by mail is the only option provided by Urban Resource, and sometimes mail gets lost or does not arrive on time? 6.Urban Resource is not a neutral company that will not take the Boards or the unit owners side. Without a doubt, Urban Resources priority is to accommodate the Boards needs instead of having the unit owners best interests at heart. Time after time, Urban Resource has ignored Florida Statutes, allowed board members to break the rules, and used the associations legal fees to defend and cover their illegal activities. The 2023 operational budget has a $40,000.00 expense appropriated for legal fees.What condominium spends such an excessive amount of money on legal fees?

      The purpose of this complaint is to seek resolution to two situations: Urban Resource, a condo management company that is not fulfilling its full responsibility with the condo owners and an individual complaint about a condo owner who refuses to assume his responsibility on damages caused to my unit. On Saturday, December 3, 2022, the apt **** of ***** Gardens Condominium had a leakage for three consecutive days and it damaged my **. in apt. 901. It also created a strong possibility of mold formation with the potential of affecting the whole building. The company, Urban Resource, refuses to take any responsibility about this case and the owner refuses to pay for the damages to replace the ** closet ceiling to remove mold formation and to avoid more of it. As well, the **** condo owners refused to clean and dry the ** inside cables. Now the ** is not functional. On the other hand, Urban Resource acknowledges, as you can see in the letter sent via PDF, the fact that this building, ***** Gardens, located in **********************************************************************, has many cracks; yet, they do not tell us the condo owners, what are they planning to do about it. Most likely, some of those cracks are also on the roof of the building. The roof was repaired years ago; yet, we still seem to have leakages on it. We would like to see that the issue is taken care of. The one crack I complained via a certified letter they claimed never received, was from the structural external wall facing south of the building. We are extremely concerned about this and other irregularities of Urban Resource, the latest being not holding elections of a new board, and having the same president for four years now. Yet, they alleged no one was nominated for the ***** ******************************** when in fact, one nomination was sent to them, they claimed it was not within their time frame to do so. Please give us some advice. Thank you.

      I am rejecting this response because: On 12/22, where Urban Resource wrote in the timeline that the ********************* ********** ************************************ who has been illegally the president for four years now, and did not provide for elections in the last annual meeting, contacted the owner of apt. ****, who conducted repairs on his apt, but not on mine. As well that apt owner had an inspector who also happened to be a real estate agent, who did not report that the **** apt had roof leakages and cracks on the wall. He alleged the owner fixed the **** apt. However, mine has not been fixed yet from the damages caused by those leakages and cracks. Also, on 1/23, Urban Resource is not relying the correct information in regards to the images and videos taken by Board member, ************************, who emailed her videos and pictures to both: the condo owner, ************************* and the ********** ******************************** right in front of me. In fact, ************* also told ******************** that his filtration caused damage on the ceiling of my master bathroom as well.  I seek repairs from the owner and from the ***** Gardens HOA and Urban Resource to enforce it.       I am rejecting this response because: Urban Resource did not attach anything on their response.  At least, I was not able to find it there. BBB can double check.  Also, on their first response they said they were going to replace the drywall; yet so far, they haven't done anything. Urban Resource sent a nice timeline that looks great on paper. However, they have not provided any evidence of that to the condo owners at ***** Gardens.

      I would like to go over a few things with you to hopefully clarify your concerns.

      We did everything in our power to communicate with the owner that had the ** issue that allegedly caused a filtration in your unit, more specifically in your ** closet.

      After several attempts, he (****) claims that you were not being reasonable and were asking for more repairs that needed to be done. That is strictly arranged between owners, and management assist to assure the leak is ceased. Management puts on notice the owner to make repairs to the other affected owner. I do remember speaking with you at some time and I suggested taking pictures and sending a certified letter to ************************************************************************************************************************************ a small claims court.

      We/Urban Resource cannot authorize and or approve repairs to a unit affected by another unit because that does not fall under our management agreement. Only the board has the authority to approve repairs if they wish.

      With regards to the complaints you are making through the BBB, your comments and concerns seem to be directed towards the association. We work at the direction of the board.

      We/Urban have recommended on multiple occasions that the building is in need of further work regarding the cracks throughout the building. Again, its up to the board to make decisions to maintain the building in proper condition.

      On another note, the board has acted,as you can see, and repaired the columns, last year and contracted as a preventative measure to repair the cracks in the hallways. The repairs are ongoing.


      I represent the members as well as your dedicated manager, and I am here to help you.

      Lets all find common ground and if you wish, I will be happy to meet with you in person and discuss any other concern you have regarding the upkeep of the property and further advise the board of your concerns.

      I am rejecting this response because:we, the residents of ***** Gardens have not received any evidence of the items they cited on the timeline that they claimed they have done. We need to see that and we have requested it several times. We have not received reports. For example, for 11/20/21, nor for the one on 05/22 with its vague language for such an important job.  We want to know what guarantees and length of time was offered by the contractor. Seeing the three required bids won't hurt either.  We need to see the list of structural repairs with evidence the work was done. Urban Resource so far has not provided any of that.

      Now on 12/22, Urban Resource admits to having received notification on what happened on apt **** causing damage to apt. 901.  They also knew the condo owner was negligent in assuming responsibility since I informed **************************** about it. Her advice was to send him a certified letter. I, instead, wrote to the Better Business Bureau since when there is mold, action need to be taken immediately. That would be futile now, since the apt owner already sold his unit.Now Urban Resource will have to do it. I will send; nonetheless, more pics to Urban Resource, given they stated I did not and they are correct. I did not send my pictures since ************************ sent the ones she took plus video to all parties: apt. **** former owner, *************************, UR manager, ************************* and ***** ************* pres, ******************************** 

      So far, I and the other apt owners in ***** Gardens,  have not received any information regarding roof repairs or the structural lateral wall cracks damage I complained via certified letter on June 2022, which they claimed they never received. We demand more transparency from Urban Resource, for the ***** ************* to held new elections, as required in the ***** Gardens ' Bylaws, and to assume its responsibility with the condo owners in regards to hazardous events like having water filtration for three consecutive days.  

      Again, we want to see evidence of what Urban Resource wrote on their timeline and I want resolution on the damages to apt. 901. Thank you so much.

In the case where the owner takes no responsibility the next step is to take that claim with your insurance company.

      We/Urban Resource cannot authorize and or approve repairs to a unit affected by another unit. Only the board has the authority to approve repairs in these situations although its not related to damages sustained by a common element or other.

      With regards to the complaints,you are making through the BBB, your comments and concerns seem to be directed towards the association. We work at the direction of the board, and per your situation each unit owner should file a claim to their insurance policy.

      We/Urban have recommended on multiple occasions that the building needs further work regarding the cracks throughout the building and the board is working on this as we speak:

      I am rejecting this response because: The problem was never solved. This is like a "Catch 22" situation. Urban Resource blames the condo's *** and the ***************** blames Urban Resource. Yet, the hazardous situation created by mold is not being taking care of by anyone! I hesitated to send a certified letter given that I knew the owner was trying to sell his condo property as soon as possible and he did. In the past, I sent a certified letter to Urban Resource which they claimed never received and much less they addressed it after I sent them a copy of said letter.  At this point all I want is what the ***************** have done in the past when these things have happened: Fix at least the ceiling in the ** closet to get rid of the mold (that affects everyone) and avoid more from forming. In regards to former condo apt.1101 owner, *************************, he obviously lied through his teeth and got away with it. That is the kind of maintenance company we have that believes the one that caused the damage. Yet, UR with the *****************, were eager to make a significant increment without clear, transparent reasons as to why and without justifying $16,000 in a new camera equipment. As to this day, we, owners do not know why they are so expensive and how they differ from the ones we had that the company or the *** did not provide maintenance to. Yet, cracks on the external walls, even when pointed out through a certified letter, were not taken into consideration, because the ***************** president, did not think that was that important. This illegally kept president (for more than 4 years now) always sided in favor of UR or he asked you to complain to your insurance, just like ***************************** is doing here. They know content insurance is not mandatory. Owners should not have to complain to insurance companies issues that turn out to be the responsibility of either the *** or the maintenance company.

      Urban Resource is holding $1300 of my original $1725 security deposit on the claim that I gave late notice to move out. Not only was a time frame to give notice NOT listed in the lease, but the building was also being sold toward the end of my lease and I was told that the ability to renew or not was in question. They asked me to let them know by the 9/15/21 if I wanted to continue on a month to month basis and I informed them by 9/14/21, within their requested deadline, that I would be moving out. They also claim I did not return a gate key, I never received a gate key. I had to walk by the trash for a year despite requesting the key to no avail at the start of my lease. I have tried politely for a month to get my security deposit back and many of my emails go unanswered and have received no definitive answer. I left the unit in excellent condition after following the move out checklist and conferring with maintenance. I returned all keys given to me and operated within their rules. Please help me recover the remainder of my security deposit, $1300. I am a student and frontline worker who has done everything right and this business is stealing my money. My number is XXXXXXXXXX. Some of the dates and statements made in the document submitted by the business are entirely false and fabricated. With that said, I have now received my refund in full but only after fighting for it for a month. I was polite and patient and nothing was accomplished. Only after I made this complaint and threatened legal action and media coverage did the business return it. I cannot recommend this business to anyone.

      date of transaction: 4/19/2021 amount: $450 (excess funds in online rent portal) dispute: Urban Resource deleted my online portal (with funds) and failed to notify me. Later on i learned that the landlord sold the property and they no longer were managing it, that is why they deleted the portal (with my money in it). Now they are telling me that they don't have the money, that it went into the sellers account but he moved out of the country and they cannot contact him. I have an email with the vice president of the company ***** ***** admitting that they made the mistake of deleting my account before returning the excess funds. Yet, they still decline to reimburse me. After months of calling them for answers they gave me the number to the sellers attorney who told me it is out of his hands due to his former client being out of the country and the mistake was done on Urban Resource's part.
