*************************** Construction did a new roof for my property at ************************************************. This company pulled all the permits with the City of Hialeah & closed out the permits. The job was completed 03/2024. The new roof started leaking 06/2024. It is supposed to be under warranty. I called ************ spoke to ***************************. ****** denied his company did the work before I even told him my name or the property address. I have reached out several times to have the leaky roof & bad workmanship fixed, he refuses to talk to me. I just want the leak fixed.

On 7/6, I was provided a quote for $22,500 to install a new roof on my historic home and guest house. The salesman forged my signature on the quote acceptance, and the office began contacting me with material questions. On 8/15, I was provided a new quote, but the salesman switched the roof materials to a lesser method. I did not know the difference, so I signed it. I gave a $2200 deposit. In September, the company filed a forged NOC and filed a lien on my house.I did not hear from them for five months. In January, their office began calling me asking for more money, stating they had the permit and needed to start the roof. At this time, I set up PACE funding and let them know. They started the roof in February and did a poor job. I called the building department and not only do they not have a permit, the permit application was rejected 1/11/24 and has not been resubmitted. They knowingly started the job without a permit in process. Here are some issues:1. Bait and switch on roof materials.2. Quote was supposed to be for main and guest house roofs. Company now says it was for main house only.3. Multiple forged documents.4. Started roof with no permit in process knowingly and flat out lied and said they had the permit.5. Roof remains unfinished.6. Subpar installation of unapproved materials. Historic homes require historic approvals, which they do not have. 7. I specifically told them what materials were needed. They disregarded and permit was rejected because of it.8. They called me screaming that I need to pay them for the roof in full, even though it is not complete.9. Have not applied for a new permit. Roof is unfinished and leaking.10. Lied on multiple occasions.11. Will not answer me regarding my questions on whether they have submitted new permit application.12. Will not remove lien from house.13. Want me to pay in full after they have a "certified engineer" come and sign off on the roof. There is no permit. I won't pay until it is complete.

I called regarding the Energy efficient program to inquire about a new roof and windows using the **** program. I was sent a project manager from ************* Construction company to visit my property for a free consultation to discuss our needs. We walked through the steps to get approved through ****. Upon approval the next step was for the contractor to visit our property. The contractor visited the property to take a look around and was gone within 15 minutes or so. I immediately did not like his demeanor and his way and shared that with the project manager, but she said, don't worry we can find another contractor that has a better price, mind you I never even received a number for the job. I also googled their reviews and yelped their company, and found that I was not the only one who shared my experience about their company. I continued on with the project manager interviewing different contractors, and then just the other day I received a threatening text that the above company was going to put a lien on my property. Mind you, I have not signed a contract with them, seen any windows choices or glass, roofing materials, no measurements were taken and the most important part no estimate to review. I am now being accused of fraud and threatening emails and texts demanding they do the job or they will put a lien on my property. If anyone is a victim of fraud, it is me and the Pace program. Companies like this, take advantage of the Pace program and home owners. Please contact the company to stop contacting me and making threatening statements to put a lein on our property.

On Aug 3, 2023 we entered a contract with Diaz & Russell Construction Company DBA Elite General Contractors to complete a re-roof job. We paid the required deposit of $5260 andwere told they would contact our HOA for approval and apply for the permits which could take up to 6 weeks to receive. I followed up with several phone calls in Oct. and Nov. and was told each time that someone would get back to me. On Dec 1, I was told they were ready to begin work, but they had not tried to get HOA approval, I would need to do that. As soon as I received approval from my HOA on Jan 3, 2024 I let ****** know and she said I would be added to the schedule for the following week. Jan 17, I still had not heard from the company, followed up once again was told I was being added to the schedule. I reached out every day on Jan 21, 22, and 23. On Jan 24, I was told that the tile was ordered, but had not yet been delivered. I reached out again on Friday, Jan 26 and got no response. Monday, Jan 29, 2024 the tear off crew showed up to my home to begin work, and did tear off my old roof and place the first layer of the new roof on. Later that same day I received notice from the City of ****** that the permit for the re-roof had expired on Jan. 12, and I immediately called the ****** and was told that they would renew the permits. Feb. 16, I received an email from the office manager stating that the original measurements were wrong, and I would need to pay for additional tiles. I followed up with the City, and the roofing company daily and as of today, Feb 21 the permit is still expired, with only 3 days left to comply. No work can be done until the permit is renewed. I was forced to reach out to a different roofing company to possibly complete the job. This job that should have taken 6-8 weeks has taken over 6 months to date. I am disheartened and frustrated with the integrity of this company and at this time I really just want them to complete the job that they were hired to do.

In April 2023 I hired this company to do my flat roof. They were supposed to clear the roof first then apply silicone sealant, but when they came they just applied the silicone. Each time it rained the water would go under the silicone and stay there. The leaking inside the house got worse and worse. They came out multiple times with the same problem. When I or my husband called they would hang up on us. Mind you we have a warranty.

On June 19, 2023, I entered into an agreement with **** and Russell Construction to paint silicon coating on property located at ********************************************* The cost of job was to be $7200 with 50% deposit. My wife paid the company $3600 as requested. Later, I discovered that **** and Russell Construction Roof license #********** is on hold with the ************* and therefore is unable to apply for permits until that issue is resolved. I've called their office several times to cancel the contract and request a refund of money paid. I've sent a certified demand letter as required by law. To date, **** and Russell has not made contact to let me know that they intend to comply with the terms in the demand letter. All I want now is my $3600 back and never do business with this company again.

On 11/23 **** and Russell Construction began the reroofing our our house. On this date, they tore off the old roof and replaced some of the wood. When we left that morning for work our electric was working properly. When we got home we had one breaker tripped. The breaker would not reset. When we try to reset it the breaker makes a buzzing noise. There are also nails sticking through the ceiling under our flat roof. We contacted the company immediately and let them know that it appeared that a nail must have punctured a wire. They said that was impossible. I sent them photos showing nails extending past the level of wires in our attic. They did send out an employee to go into the attic to search for an issue. He did not find anything. We again explained that it seemed to us the issue would have been over the flat roof section where it cannot be accessed as there is no attic space under a flat roof. After repeatedly asking the company to have someone pull off the wood they put down on the flat roof section, check for punctured wires and see if then the breaker would reset they finally told us on 11/28 that an electrician would be coming on 11/29 between ***** am. When he never showed up we contacted the company to find out when the electrician would be coming. No response was given. We have been without power in the bathroom and other areas of the house now for 7 days and it seem that they are not going to do anything to repair the issue. We did notify them that they could not continue with the roof until the electrical issue was resolved as we did not want our ceilings to have to be tore out to find the damaged wire.
