In February 2024 I put a deposit down for the completion of turf install for my yard. I was promised we would be put on the schedule once the deposit was made. We were not proactively placed on the schedule and had to make multiple requests for a date. We were promised multiple dates and the team did not show up - the owner did not proactively communicate with us at all. We finally got the install in April. Two hours after the completion of the job, I went outside to review the area. I came upon an area where there seemed to be gouges in the turf. I texted **** with the concern and he stated the turf likely got burned from a reflection off the fence. At the time of the area being measured, at no time was this presented as a risk or a concern. That evening my husband and the owner spoke and it was promised the turf area that was burned would be replaced. I followed up 10 times from mid April to mid July. The owner promised multiple dates and failed to show on any of them. The back area of the turf still has the original burn and has failed to be replaced. The job cost about $5k and we were told the work has a Lifetime Guarantee when we completed the first half of our yard in 2023.

On Dec 14 2023 ****, owner of Bay to Bay Turf LLC came to my home to give us an estimate for artificial turf installation. We had just built a pool and landscape renovation was the final step to complete our outdoor upgrades. On Dec 18 **** reached out to me asking if I wanted to move forward and I asked him over the phone if we needed to get a permit before installing the artificial turf. He texted me back sending me links to the City of ***** and the Hillsborough County websites and he texted me the following: "I see nothing about Artificial Turf needing to be permitted. It falls under landscape says it needs to be permitted from what I see!"I texted him: "Sounds good then. If for any reason the city of ***** doesn't allow us to install artificial turf, can we get our down payment back?"Luke texted: "Deposits are usually nonrefundable, but in a situation like that that's fine. I don't think we are going to have any issues with installing. There are so many places between businesses and houses that have turf in ***********."By March 29 2024 I had wired **** a total of $25,650.The problem was that when the City of ***** came to do the final pool/lanscape inspection on April 11 2024 he flagged our property stating that no permit was ever submitted for the artificial turf and that it violated city codes because it was installed in *** and on Tree Protected Areas (20 feet from the trees). We have 4 oak trees on our property that are considered protected trees by the City of *****. Therefore, artificial turf cannot be installed 20 feet from them. This essentially means that 80%-90% of the turf that was installed by **** would have to be removed. For over a month now I have called and texted **** many times providing info about this issue. To this day no permit was ever submitted nor has he offered an effective solution or given us a refund for the illegally installed artificial turf. This is completely unacceptable. **** was negligent and irresponsible.
