On the morning of 9/12/22 sewage started to overflow into both bathrooms in my home. I had called a plumber and Roto Rotor that day, but they were unable to resolve the issue. I then contacted Clear Flow Sewage and set up an appointment. Clear Flow sent an employee on 9/14 to clear out the pipe with their snake, but he was unsuccessful. Based on the information he gathered with the snake, I received an estimate for $6000, which was based on 55ft of pipeline replaced and the necessary permit. I wrote a check for $3000 on 9/13 for a deposit, so the work could begin. On 10/4, Clear Flow arrived and per the employees, only replaced 12ft of damaged pipe, 8ft on left of the driveway and 4ft on the right. I was told that the problem was resolved and we can use the water as normal. I was also told that the large hole where the 8ft piece of pipe was could not be filled until the city inspects the pipe that was repaired, but the area where 4ft of pipe that was allegedly replaced was already covered. On October 9th, sewage began to overflow into my bathrooms again and the area of pipe that was repaired by Clear Flow was now leaking. I immediately called Clear Flow and the same employees arrived on 10/10 to look at the pipe. According to Clear Flow, they were unsure of what the problem was and we needed to contact the city of Casselberry. Clear Flow filled in the hole, left and when we called the office, we were asked to pay the remaining $3000, which we refused. An employee with the city of Casselberry arrived on 10/11 and used a camera to examine the pipe. We were advised to contact a different plumbing company, as the damaged area of the pipe was not replaced, Clear Flow's work was unnecessary and in fact, the city pipe was also damaged now. All Pro Plumbing came to repair the issue on 10/17 and charged me $417.50 to complete the work, they also replaced the damaged city pipe. I asked to Clear Flow for an itemized bill covering the $3000 and they have failed to provide one.

      Business response

      12/20/2022

Business Response /* (1000, 8, 2022/11/08) */ The pipe was damaged on their property and on the side the city is responsible for. We pulled the plumbing permit and repaired the broken pipe on their property and explained they would need to contact the city to repair the rest. The repair passed inspection done by City of Casselberry and we covered it up. The reason there was no damage in the area we worked because we had already repaired the broken pipe from the main-line to the city lateral. The city of Casselberry is responsible for any pipe broken beyond the property which belongs to the city. As of now, ***** ***** still has not paid the balance of $3000 which was due when the City of Casselberry inspected and passed the job. Consumer Response /* (3000, 10, 2022/11/08) */ (The consumer indicated he/she DID NOT accept the response from the business.) The city was contacted immediately after being advised by Clear Flow. When the city came to inspect the pipe, it was not property of Casselberry that needed repaired, which is why an independent plumbing company, hired by me, came to fix the broken pipe after an employee for Casselberry came to my home. The additional $3000 Clear Flow is saying I owe is related to 55ft of pipe that was never repaired by their company. Business Response /* (4000, 14, 2022/11/30) */ The work was completed! Our company is discounting the balance and will no longer do work for the client. Attached is the signed contracts, permits and invoices associated with the job. Consumer Response /* (2000, 16, 2022/11/30) */ (The consumer indicated he/she ACCEPTED the response from the business.)
