      This homeowners association and management company, are being paid $400 a month by each home in the community. They have set up *** rules which they never enforce in a timely manner if ever at all. But clearly they have no hesitation taking $400 a month. The lawn maintenance is very poor, weeds everywhere, and what used to be regulated by the *** is now willy-nilly landscaping by each homeowner. The sidewalks are covered in mildew. and their biggest concern is where you put your hose in a container or not. And your doorbell camera. Meanwhile the resident that Ive enclosed pictures of has parked illegally on the sidewalk for months. I have contacted the *** 13 times and still nothing is done and the resident continues to park on the sidewalk endangering my safety and my ability to use the sidewalk. This ***** is association and management company is the worst I have ever seen.

      I live in a townhome community managed by Excelsior. Im not even sure where to begin with the issues Ive faced since buying, just 11 months ago. I now have my townhouse on the market and am moving out of the community because they are such a terrible management company. I have received fines and violations upwards of $25/day for items I have proven to have gotten approved. They harass you with letters for measly items, but dont want to be responsible for what they are legally bound to take care of in the by-laws. My downstairs flooded with sewage water due to tree roots growing in the main pipes that they planted over the pipes!!!! It took them weeks of me calling to get anyone to care enough to come out. This happened two months after my upstairs bathroom flooded, which was the same issue and they took no responsibility for, leaving me with almost $30,000 in costs for the mold remediation and complete rebuild of my bathroom. They also had my contractors vehicle towed during the bathroom rebuild- which they were well aware of, due to the constant communication I tried to make to get them to take responsibility for their part. There are ********** anywhere to show my contractor couldnt park where he did. Never mind the dead grass, the trash compactors overflowing with trash, the pool literally filled with dog feces, and the lack of care for property being damaged by the section 8 renters they now allow. Im sure many other owners with young children will be following suit and moving out soon! This management company has ruined a community that has potential to be very welcoming and nice. They have cost me so much money for unnecessary things due to their sheer lack of care for the community they are managing.

      St ******* place home owners associations harass's and violates our owners rights i reported both of my vehicles being vandalized nothing was done about it when i called in and reported it to the homeowners association they said they cannot do nothing about it i also have police report there security service has been harrassing ******* daughter watching my home following us i have videos of him arguing with her and putting fines on the vehicles and ignoring other vehicles on the street i have a video door bell and a touch lock on my door i did not drill i changed my locks for safety reasons and now im being threatened to be fined and other things they are towing our vehicles for parking in front of our properties when it is a dead end and no traffic can come thru on our street

      The HOA manger Jennifer G. lied to my face that the property management pulled permits for the second gates , I personally checked with the city of tampa and no permit is posted They sent out the 2023 approved budget vor the community and they have 24k in to mulch for last year and not one bag of mulch was dropped on the property , last year in flat roofs 49k and this year 100k the very strange thing is we dont have flat roofs on the property Im trying to reach the HOA community manager for days and she doesnt return any calls

      on July 20,2022 I came back from 9-day vacation. I could not get in our community gate because my gate remotes did not open the gates. The directory does not show my name anymore so I could call not dial my access code on the gate keypad either. I called them everyday from July 20-July 23 and they keep saying it will be fixed that day or next day. It's been 4 days and still not fixed. They said a lot of residents are having problem and still keeps the gate closed, causing residents not to be able to get in without waiting for other residents to get in. I work as a nurse in the operating room and I get called in the middle of the night to save lives. So after working and try to get some rest, I could not even get in without waiting at the gate for someone to get in too. I don't know why is it taking that long to fix and keep lying that it will be fixed on the same day or the next day when 5 days later nothing is fixed. I can't believe they get paid for a job that never gets done.

      Ever since April 26, 2022, my HOA (Excelsior Community Management LLC) has issued me a fine of $25 for two receptacles being out after pickup day. I ordered two new receptacles to replace the old ones that I acquired from purchasing the home. The HOA forced me to forward an email as proof of ticket with the county to have receptacles picked up. Once I gave them the information they were satisfied. Until June 2, 2022. Leslie O******* had a shouting match with me on the phone stating that I had to pay another fine of $25. I asked her if she contacted the county with the ticket number I provided and she said no she does not have to do that. But she instead came out to do a site survey on my home but cannot make sure my ticket is active with the county. I then asked to speak to her manager, Jennifer R********. They told me she was not in the office. I called every day for two weeks straight and no one returned my calls. Not even Ms. R.'s Manager, Kenneth T. So I am writing this for help because this company has done nothing but bully us residents and they have not been held accountable. I am not the only resident that feels this way and has been treated this way also.

      on 7/13/2022 I was visiting a friend at a townhouse in this community. I parked out front on the townhome due to there being no where else to park. I looked for signs that might say no parking, asked the owner of the townhome if there were rules that you could not park out front and he stated no. There were also several other vehicles parked out front of the townhomes in the same location as I was parked. I visited my friend for a little over an hour and when I went to leave I walked out the front door only to see my car was gone. I called the police to report my car stolen when they informed me that a tow company took my vehicle. I then had to find a ride to the tow place and was charged $185 to get my vehicle out of impound. I called this company the very next day when they were open and explained to them that I had no idea I could not park there due to their being no visible sign saying no parking/tow away zone anywhere near my cars location. I was literally told by their office manager that it was too bad they aren't going to do anything about it. They are towing people's vehicles without any notice/warning and no visible signs posted anywhere that somebody could see!! Florida Statute 715.07 section a-g clearly states that there must not only be a visible sign at least 2 inches high in reflective lettering on a contrasting background visible within 5 feet from the right of way and 25 feet of lot frontage with the words TOW AWAY ZONE included in 4 inch lettering. Sign must be permanently installed not less then 3 feet above ground prior to any towing of a vehicle. Also it states that a property owner must post a notice that unauthorized vehicles will be towed. Also they are to leave a note on the vehicle stating the name of the company, address and phone number of the company performing such service on the driver and passenger side of the vehicle. There was no visible signs, no notice, no nothing from this company. They broke the law and don't care.

      I have lived in the Riverwalk community since May 2019 and never had a problem with the HOA besides the fact that I think that the fees are excessive for what services we are provided. Recently, I received notice that Rizzetta was no longer going to be managing the Riverwalk property and they would be transitioning into Excelsior taking over the management. That was the only notice I received. Now this last week, all of a sudden my gate code is not working. My husband and I have not been able to gain access to our home without sitting and waiting for someone else to come along to let us in the gate. I am a third shift nurse that works at a trauma center. I take call a lot and get called in at all hours of the night. Returning home after call or early in the morning and then sitting there to be let in the gate is ridiculous and not safe for me or my family. Furthermore, when I finally got to talk to someone with Excelsior, the woman on the phone was rude right from the start of the conversation. She kept trying to blame me for not updating the information which makes no sense because when I moved in and took over the HOA 3 years ago, I gave all my information and bank numbers so that I could have direct withdrawal of my fees. Excelsior has been steady taking out my HOA fees with no problem. I tried to explain that if they were going to be going through all the gate codes and fabs that they should have sent notice for all the residents to make sure to update their information so they don't get deleted. Somehow this representative still insisted that I should have known to do that on my own. Also, she told me that I had to pay $35 per key fab to get replacement. My original key fab doesn't work, I changed the battery and it still does not work. I think that at least this one should be given to me as replacement and I can pay for an extra one for my husband.

      I have several complaints for this HOA company. On April 21, 2021, I reached out to advise that the gate code box did not work. On May 17, 2021, I received a response saying that this would be checked out. Today is December 20, 2021 and the numbers on the gate code box still do not work. On May 17, 2021 I received a response from Myra ******** stated the following: Maintenance department went to check the key pads of the call box, the letter A is working perfectly. The original issue is that the entire box should be functional not just the letter "A" on the box. On October 24, 2021, I sent an email advising that there is a wasp nest inside the box right in front of my door. Per HOA policy, everything in regards to outside of the units is the HOA to address. I still am seeing this same wasp nest in my box outside of the door. Myra ******** responded almost a month later on November 15, 2021 stating the following: Thank you for contacting us. We will follow up with the community manager for an update on this work order. This has still not been addressed and I have received absolutely no following up. On October 19, 2021, I reached out to the HOA to advise that per insurance it was time to redo the roof. Due to the roof being part of the HOA's responsibility to change, I sent an email to advise of the increase I had received due to them not addressing the change of the roof at a timely manner. On October 29, 2021, I received the following response from Myra ********* We are reserving for roof replacement. We do not have a project yet planned for replacement but will in the future. I have not received any following up for any of these complaints and no one has addressed any of the matters listed. I did however, receive an increase in HOA dues effective January 2022 to $300. It is extremely frustrating to live in a community with over 100 units that are paying HOA dues and the HOA is unable to address simple matters however have the ability to up the dues anytime.

      We moved out of our residence in Bloomingdale Trails in September. I have since been charged $100 HOA fee for October, November, and December. I sent an email on November 3 requesting a refund. I was told the request for refund was sent to the account manager and I'd be charged a $10 processing fee because "It is the homeowner's responsibility to cancel any automatic payments." I was told on November 3rd, "it probably will be a few weeks to a month" for my refund. I sent a follow-up email on November 19th, where I was asked to provide my address so they could send me the refund, which I provided. I was charged again this morning (12/3) and I sent two emails with no response. I called and was told I had to reach out and have ANOTHER company (Truist) to cancel my payments, which had never been told to me before. This form is not on their website either. In addition, I was told it would be at least another month to get my refund with no justification. The woman I spoke with was incredibly rude and refused to give me any reasoning for the delay in refund for the first 2 payments, or why it would take at least another month to get the full refund. I just want the money returned to me that I never should have been charged.
