The owner, Angel, came to my home on a 10/18/21 to give an estimate. He required 50% of the total amount to be paid upfront. I paid via paypal while he sat in my living room. He confirmed receipt of the payment and scheduled to install the cameras on Friday (10/22/21). The day before the installation date, he called me stating that the supplies he had ordered to complete the job had not been delivered to him yet, and would not arrive until Saturday (10/23/21). He wanted to reschedule for Thursday (10/28/21), which was not an acceptable date for me as I did not want to be without home surveillance for any longer than necessary, His ability to install by 10/22/21 had been a driving factor in selecting his business to do the installation for me. After some back and forth and several rescheduled installation appointments, he finally found availability in his schedule to make the installation on Wednesday 10/27/21. On the day of installation he was late. When he showed up he did not have all of the equipment to properly complete the install I had been quoted for, stating he had "forgotten" and would need to bring it "later". He brought two men with him and stated that he would be leaving and they would be performing the installation, though during our original meeting he'd advised me that he, himself would be doing the installation. His workers were very pleasant, but after overhearing some of the conversation between Angel and his workers, it seemed to me that they were uncertain about some aspects of the installation, which made me nervous. I spoke to Angel and asked him to confirm that his workers were licensed. He did not confirm or deny their credentials, instead he became defensive and stated he would refund my money and stated he would not be performing the installation. After he left, I contacted him about my refund and he stated he was driving. By end of day I still had not gotten the notification generated by paypal when refunds are sent.Business response

Business Response /* (1000, 7, 2021/11/11) */ Business response taken verbally by BBB: We provided the service to install the equipment she provided. If she is having an issue with the cameras she needs to go to the manufacturer or the vendor she purchased them from. Consumer Response /* (3000, 9, 2021/11/11) */ (The consumer indicated he/she DID NOT accept the response from the business.) The company's claim that "We provided the service to install the equipment she provided", is completely false for 2 reasons. First, no installation was ever started or completed. Angel ***** refused to perform the installation when I asked him to confirm the qualifications of his workers. Second, the equipment that was being installed was not provided by me. The equipment that was supposed to be installed was company provided equipment, as reflected in the attached estimate. Angel ***** agree to return my $850 deposit after his refusal to complete the installation, but after leaving my home, that refund never came. I have a text message exchange between he and I which proves this. Business Response /* (4000, 21, 2021/12/15) */ I responded about a month ago. She received a full refund. Alex *****'s claim that he provided me with a full refund is a lie. I paid a total deposit of $850 to Alex. This amount was made in two payments the first payment was $725 and a 2nd payment was sent for $125 after I decided to add an additional camera. The amount of the additional camera was quoted to be $250 and his policy was a 50% deposit. These payments were made through paypal. After Alex bailed on the installation and started ignoring my attempts to collect my refund, I contacted Paypal to initiate a dispute. I initiated the dispute on the larger of the two payments and assumed that since my written description explained that the two transactions were linked, paypal would automatically include the 2nd transaction in the resolution, but that was not the case. When paypal attempted to resolve the dispute, Alex ignored their follow up attempts and missed the deadline to issue a response, so the 1st payment of $725 was automatically returned to me. He did not return this money willingly. When I initiated the dispute on the second payment of $125, much like he is doing now, he replied with claims that he did not owe this refund. So as of now, I am stilled owed $125, and he refuses to pay. Business Response /* (4000, 25, 2021/12/21) */ Customer received a full refund.
