I have received a bill from Quantum Radiology PC for services rendered on 10/09/2024 from a **************** MD Diagnostics. When I went to Wellstar Radiology in ***** Georgia for my service I specifically asked the representative if the amount that I had to pay that day was my total and I was told that it was my total responsible for the service. Then I received a bill in the amount of $425.21, unexpectedly. I am on a fixed income and this has completely came as a surprise and no prior knowledge. This business practice is very unprofessional from an organization such as ******** and Quantum Radiology. I have not contacted either business for this deceptional practice. I would like for ******** to stand true to their word that the total amount that I paid that day was the total for the services.Business response

As such, I am responding to your inquiry on their behalf. It is our mutual goal to provide accurate and timely billing services in a satisfying manner to the patients of Quantum Radiology PC.
Our review of the patients account has resulted in these findings:Quantum Radiology PC bills for the professional component of radiology services at facility.
The facility only bills for the technical portion of radiology service. They would have collected only for their portion and not for the radiologists part.
Per the patients insurance the patient is responsible for the balance of $425.21.
The patient can either go online or call the billing office to set up payment arrangements or pay balance in full.

Quantum radiology submitted and mis-coded a procedure on had done on 11/1/23 to my insurance. They were the second in line to submit the wrong code as the facility where I had the procedure done also submitted the wrong code. I was pre-approved for one procedure but a typo on the processors part resulted in the wrong code being submitted. For 3 months, I have been calling and emailing them to figure out what was going on. I have been stonewalled, lied to and given inaccurate information. Now that I know what happened with the wrong code, I have asked for a detailed billing summary which they have refused to provide. They said they sent it but it was never received and further requests have not been fulfilled. They refuse to correct my medical record by resubmitting with the correct code so I asked for a manager or supervisor. I received a phone call from ***** in billing at Quantum on 3/19. She apparently is in ********** and I am on the ********** so when my phone rang at 7PM from a number I did not recognize, I did not answer it. However, I called back and left a message and its been a week later and ***** and I have not spoken despite me leaving 5 voicemails to her. Their refusal to correct their inaccurate submission has already cost me ****** at the facility and now they (Quantum) are attempting to collect $253 for which they are only due $3 if they submit the correct code to where my deductible would be applied to the facility who billed first. To date, they refuse to re-submit, refuse to send me my detailed billing summary, refuse to open an appeal/investigation and refuse to stop sending me bills when I have 100% accurate proof that they mis-coded.Business response

Quantum Radiology has reached out to Wellstar on 3/24/24 to verify if the hospital had updated reporting/coding. The information had not been updated in their system. Quantum Radiology will check with the hospital again in the next week for update.
The charge with Quantum Radiology has been put on hold while further review is being done.
A manager has reached out to the patient to provide update.

I am rejecting this response because: I am not completely rejecting this response simply because what was written as a response was completely accurate. However, it took me 3 months to even get a response and get this ball rolling. I think it is extremely premature at this point to request this be closed out. It is accurate that a manager has reached out to me but that also had to be done twice as the first manager to reach out to me was on the other side of the country and made two attempts to call at inappropriate hours. I called back 5 times throughout the week and never heard back from her prompting me to file this complaint and having to go through the process of requesting a manager again. All of the steps I have had to take to get a response should not have had to happen...nor taken 3 months to do so. I am happy that we have traction now and that it looks like we are heading in the right direction but since there are multiple facilities involved and outstanding actions, I do not consider this issue to be resolved yet.

I called Quantum Radiology around February 2023 to get a full copy of my charges so I could make a payment. The invoice provided had dates of service from September 2022 - February 2023. The total amount of the invoice was $358. When I made the payment via the automated service it only gave me $233.28 as the balance. I made the payment. I followed up today (6/29/23) in reference to the difference of the amount of approximately $124. The agent advised the payment for Feb 2023 was adjusted by insurance. Therefore, I asked if that was also true for the "Adj" ****** for the other dates that net a zero balance. I was advised it was sent to collections. I requested a supervisor and was transferred to ************** and tried to find out why this information was not disclosed when I initially called. She advised it all depends how you request the information. This did not sit well with me, if I ask for a full list of charges, I should have been advised some of those charges were sent to collections so I could take care of it. The amount that was adjusted on the invoice totaled to approx. $1730, but the correct amount sent to collections was $155.01. That is a vast difference. I advised I never received notification of the collections from Quantum and was advised letters were sent out. I asked ***** if I could make a payment for the balance using my card since I had done so in the past. I was advised, I could make a payment via check or money order to Quantum. There is something definitely wrong that incorrect billing amounts are being sent to patients before what seems like full insurance verification. I would like to make a payment of the $155.01 using my HSA card. Note, billing statment attached.Business response

Our review of the patients account has resulted in these findings:
A statement was sent to the patient on 11/22/22 which included dates of service 9/26/22 and 10/18/22 which included the $155.01 balance.
Pre-collection letters were sent on 1/24/23 $130.68 and 2/4/23 $24.33 totaling $155.01.
Due to no payment made the balance of $130.68 sent to collections on 2/14/23 and $24.33 sent to collections on 2/21/23.
The IVR (automated service) will only provide balances that are still with the billing office. It does not provide any balances that were sent to the collection agency.
The patient can contact the collection agency for any balance due.

All statements and letters sent to the patient were mailed to same address listed on the BBB complaint and was not returned from the postal service. As a courtesy the balance of $155.01 has been closed with the collection agency and a letter of deletion has been sent by the collection agency directly to the patient. The patient can either call or go online and use HSA card to pay the balance due at this time.Customer response

On 03/21/2023, I was sent for a bilateral diagnostic mammogram to *************************** ******************************* for my bi-yearly visits due to me having breast cancer. I received the mammogram, and my bill was sent to ******** for payment, and also to ********* Quantum Radiology PC was aware that a Diagnostic digital breast tomosynthesis would not be approved by ******** or ******** as it was not an approved service and it clearly stated on the rejection from ******** that I was not to be billed for the service. I have never had an issue with billing w/ Wellstar or Quantum Radiology for 8 years. On 05/12/2023 I started receiving bills from Quantum Radiology PC in the amount of $143.00. I have contacted them several times this week to correct this issue of basically trying to double bill and commit fraud with government money. Numerous supervisors give me the run around and rush me off the phone. Quantum Radiology is now saying the $143.00 bill would be sent to a collection agency. ******** and ******** are investigating why I was billed. I want Quantum Radiology to eliminate this bill from my account as I'm not responsible per ******** and *********Initial Complaint

I paid all my invoices from Quantum Radiology, but they sent my information to a collection agency , *********************** for an unpaid invoice of $747.50. I have contacted Quantum Radiology a few times, and I have been told that my balance is zero. I contacted Quantum Radiology again on Friday, April 7th, 2023, and they were supposed to give me a call back to resolve this issue, but nobody has reached out to me yet. My personal information has been shared with a collection agency, and this will affect my credit. At this point Quantum Radiology needs to contact the collection agency, and tell them this was a mistake on their part. I am reaching out to see if you can please help me get this issue resolved. On the 1st of October my wife and I went online to set up payment for a bill that totaled ******. We scheduled three payments of the next three months for *****. On the 4th of October all three payments came out of ***** each. That was frustrating but the bill was paid. On the 17th of October one more payment of ***** came out of my account. Then on the 18th of October another three payments came out of my bank account of ***** each. This totals ****** for a bill that was ******. The over charged us ******. I am a disabled veteran who applied for disability with the ******************************* The *** scheduled a series of X-rays at ******* Medical Center 23 Feb 2022. I few months after this date, Quantum Radiology sent me an astronomical bill. I told them I was not responsible for paying bills that was scheduled by the ****************************** to determine eligibility. This company is threatening to ruin my credit when in reality I do not owe this bill at all. Disability applicants are not required to pay for services that was initiated by the ******************************* I tried to tell this company this but all they did was reduce the amount of the bill and sent me another one. This company should be fined. Quantum Radiology is trying to exhort money from poor people instead of directing their invoice to the ******************************* This company should be put out of business. I am a military veteran who does not like being targeted by a rogue company that pray on the weak. Quantum Radiology should have never sent me a bill. However, they continue to try to exhort monies from me when the ****************************** contracted with them for their services, not me. I am the applicant applying for *** disability. Applicants don't pay for these exams or medical tests that are scheduled by ***. Quantum Radiology needs to stop trying to exhort money from me that I do not owe.Business response

In February 2022 I received an invoice for $302.50 from Quantum Radiology and set up a 5-payment plan on one of my checking accounts with the delivering address stated on the invoice which was **********************************************. Three payments for $60.50 were issued, delivered, and cashed. Every time my banking institution sent me an email notifying me that a check was on their way, and I didnt bother to follow up with the status of this account. However, Quantum Radiology never credited my account and sent me a final notice stating that I was going to be sent to collections. After I read the notice, I went to Quantum Radiologys website and paid the full amount. Then I called Quantum and let a rep know about my previous payments and the full amount payment that I had made that date. She stated that she did not see any previous payment in the system, but she was going to return the extra amount paid $181.50 and I was not going to send to collections. However, recently I received a letter from a collection agency called *********************** demanding a full payment of the initial debt.I want Quantum Radiology to send me a check for $181.50 immediately, contact *********************** to stop harassing me and request the credit agencies to remove this collection item from my credit report right away.Business response

On 12/152021, I received an email from Quantum Radiology for charges relating to a hospital visit to Wellstar ******** in November. I followed the link and saw that I had been mistakenly charged for both a pelvic ultrasound as well as a transvaginal ultrasound when I had only received a transvaginal ultrasound. On the same day I received the email, I emailed back and explained my concerns and asked how to go about fixing it. I received an automated reply on 12/22/21 asking if I still needed assistance and it said that they were aware resolving the issue was taking longer than anticipated. I replied that same day (12/22/21) and said I still needed assistance. On 3/29/22 I finally got a reply from ****************** but he did not answer my question and instead told me I could see my **** online. Once more, I replied immediate after receiving the email on (3/29/22) and asked how to go about disputing the charges. I did not receive a reply until 4/13/22. It was ******* W who told me to reach out to the billing department over the phone. When I called I was sent to voicemail and left a voicemail with my contact information. I still have not been contacted by them, but I did receive a **** from a debt collector telling me that Quantum Radiology sold my debt to them. I left a ****** review and the owner of quantum radiology replied saying I would be contacted in 24 hours. That was 7 days ago and I still have not received any contact from Quantum Radiology. I want my **** corrected so I can pay it, and for it to not effect my credit.
