  On 12/6/23, we sought emergency plumbing service from ***** Abarca at Abarca Sewer & Drain Service, Inc. for our property at *********************************** There was a broken pipe that required sidewalk breaking permits, which he gave us an initial estimate of $19,500. He requested a deposit of $9,750 to file for emergency permits with the city. On Monday 12/11, ***** mentioned that the estimate would increase to nearly $35k. I kindly asked him to pause and not continue as this was an unexpected estimate and wanted to get a second opinion. We also noticed ***** trying to bribe city inspectors to do work that had to go through the state. ***** verbally confirmed to me that he hadnt filed for permits yet and agreed to refund our deposit of $9,750 once the funds cleared on his end. Days later, he told me that the funds remained on hold due to his bank flagging suspicious activity. Later, he kept making excuses like saying he was in ******, to his daughter being ill or that his assistant would get back to us soon, to finally ignoring our calls and messages. On 12/17/23, I firmly asked him to return my calls and texts, and after multiple calls, he answered to tell me that he wasnt going to reimburse us because we had a contract with him, which we never signed and does not exist. On 1/19/24, my mother tried to reach out to him to amicably resolve the issue in hopes for a refund, which he refused to provide. My mom mentioned that we would be forced to file a complaint against him, to which he responded by threatening to make false accusations against her business and reminding her that he knows where she lives in a threatening matter. Id be happy to provide texts and call logs of this conversation. In the meantime, were pursuing a refund for our deposit and request this matter is publicized as part of his BBB profile. This is an inexcusable way to conduct business. He took advantage of a vulnerable time in our lives as my dad had recently passed in October 23. Thank you!
