    On February 12th, I met with the owner of Little Eagle Complete Constructions ***** ********************************* ******, at the subject property **************************************************************************************. He looked at the property and estimated the work for $14,000 which include the whole unit remodeling: skin coating the walls and ceilings and paint the whole unit; do electrical job; plumbing job replace leaking faucets install new vanity sinks; leveling up the floors and installing vinyl floors and baseboards; change and paint doors; install new vanities and kitchen cabinets. He promised to finish work in 3 weeks. He said that he and all his workers are licensed to do these multiple jobs. He asked $1000 upfront which I wired through Zelle from my bank account the same day. He started to work at the property on the 13th. He started with installing can lights and changing outlets. He asked another wire on the 13th and I wired him another $500. Everything was fine, he asked me to request from HOA to shut down the water to change the leaking faucets. I contacted HOA and they requested a few documents to provide a work list and estimate, and the contractors insurance. ****** started to complain that to add HOA as certificate holder will cost him more money and started to complain that HOA needs to be involved and he doesnt want to do the permits, I asked him again if he is licensed to do the job or his worker is licensed and he confirmed again that yes. After some time, he finally added HOA as certificate holder to his insurance and things got back to normal. He did a bit of the electrical job, a bit of leveling the floors, but didnt finish, he removed the toilet and flooded the bathroom and neighbor downstairs and promised he will take care of the damages to the neighbor. On February 17th, Friday he asked me to give him $3500. I wired through Zelle again. The following Monday he did not come, explaining that he needs to work on other project, he called me again on Tuesday morning saying that he is lazy to come, but I told him that this is not what we agreed on, so he said ok he will come. He started to patch and skin-coating, there was just one guy of his working and of course everything was moving very slowly. On Friday I called him to say that I received a call from HOA maintenance guy and said that he asked about the plumbing license and that he would like to be present during the plumbing work. ****** started to yell at me that I didnt notify him about the permits and that his plumber doesnt have license, that if he would know that I will need the licensed one, he would charge me more money. Then he said he will get the licensed plumber and told me to schedule the water shut down for Tuesday. On Saturday he asked for more money, we spoked about the little amount of work that has been done in these 2 weeks and that I cannot give him $3000 more, because I already paid $5000, but he didnt do much for that money. So he asked me than for $1000-1500, promising that next week they will finish skin-coating and will paint everything by Wednesday. I Zelle him another $1000. On Monday I called him to confirm the plumber for Tuesday and he started to talk rude, saying that he doesnt have licensed plumber now, I need to find myself. That I had to pay him $1500 not $1000 and he is not coming back again. I tried to calm him down explaining that I paid him already $6000 in total, plus $460 for garbage removal in cash, that I paid already almost the half of the original estimate amount of $14,000, but all he did in electrical job, a bit of the walls and didnt even finish level up the floors and left it in the middle of the process. He hang up on me and since then he doesnt respond to my calls or text messages. At this time I paid him $6460 in total and all he did is installed can lights, changed outlets, patched a few walls and ceilings, but didnt sand and primed them, and put some cement in bedrooms, but didnt finished , floors are still not even and need to be redone. He, definitely, did not perform enough for the money I already paid him, and now I need to hire new people even to redo his job and finish what he started.I'm looking for the refund of $5000 for the work I paid but was not done by Little Eagle Complete Construction , **** and now I need to hire other people to finish the work he started - skin-coating the walls and ceilings, sanding the walls and ceilings and paint them; redo and level up the floors, because he did a poor job and more damage on concrete- floors are bumpy and covered in multiple piles of stoned concrete in every room; I need to hire an electrician to fix electrical issues and reinstall electrical boxes because switches don't fit in. Also he and his workers were neglected and unprofessional and made water damage to the condo under mine, when were uninstalling toilet, so that needs to be taken care of as well. He did not cover appliances properly and damaged them, he damaged the toilet and piping, damaged bath tub with cement that he was mixing to do the floors. Also he and his workers would leave food to rotten and empty cans and other trash that I had to clean after he quit on us. Little Eagle Complete Constructions *** and his owner ********************************* ****** is committing a fraud by taking money from customers and not doing the job and performing the work that he is not licensed for.
