In December 2023 Parks Plumbing and Sewer, *** was contracted to install a overhead sewer system to prevent flooding. As this property experienced flooding in July 2023. After installing the system on March 15, 2024, Parks Plumbing and Sewer, *** is demanding that I pay in full amount without bringing their electrical work up to code. After the Village of ******** regarded their electrical work as unacceptable and they did not pass the electrical inspection. As a part of their pre-assessment Parks sent their electrician to evaluate what was needed. When the Parks electrician assessment determined no other modifications to the electrical panel was needed.. They did not mention any other requirements verbally or in writing. They indicated the could connect to the flood control. The installation could proceed. After completion of the work, an electrical inspection by ******** Parks was failed. Parks was required make their work come into compliance with current electrical codes as they had run electrical wires through my home. Im concerned that the sudden reversal in stance and refusal to comply with necessary corrections cast doubt on their integrity viability of the entire project. Rather than acknowledging the necessity of adhering to regulations for the safety and effectiveness of the sewer system, Parks Sewer brazenly demanded full payment without addressing the identified issues. Their demand was accompanied by an additional cost of $4800, purportedly to cover the expenses of the required electrical corrections. Also, Parks refusal to make electrical adjustments, which they are responsible for, would result in disqualification for reimbursement from the ******** Whats required and needed: (1)Electrical codes corrected (no additional cost), (2)a clean electrical inspection(a pass)(3) to sign-off on the Village of ******** reimbursement as the Contractor and (4) receipt for payment for the contracted amount ********** $12030 Paid $5000Business response

We are writing in response to the consumer complaint from *********************** at *********************************************************** ********, IL *****. We were contracted to install our Double Guard Flood Control system to prevent sewage from backing up into the clients basement during times of torrential storms.This system does need power to run the ejector pump. We pulled all necessary permits and scheduled inspections as required by the Village of *********Although the Flood Control system cost is approximately $10,000.00 plus, the electric work is only a very small portion. The electrical work needed is just to provide a dedicated circuit for the pump which uses as much energy as a hair dryer. We are not contracted to re-wire the 50 plus year old house and our contract states our price assumes panel does not need updating. During our electrical scope, we send our electrician out to check for available space on the panel for a dedicated line and they also map out how the new electric pipe will be run, this is not a home inspection.
Our work started on 3/14/24 and our rough inspection was completed and passed on the morning 3/15/24. Upon completion of the work the Electrical inspector *********************, came out to do the final inspection, he pointed out that the client has pre-existing electrical meter going into the service panel that was not properly grounded along with pre-existing electrical issues with her water tank bonding and knock out fillers that were not up to code, these issues were there before Parks ever stepped foot on her property and they also have nothing to do with the system we were hired to install. These pre-existing issues resulted in the failed inspection. These strict code interpretations are normally implemented by the village for liability reasons. Parks then provided ****** with a quote to fix the issues to pass the inspection, the client declined to do the work with us to bring her electrical service up to code. Declining to make the repairs has only caused much delay in the matter. I have attached a copy of the original contract, the inspection report, as well as the estimate for the work needed to bring her service up to code.
The Village does offer a rebate program to homeowners that install flood prevention systems, to receive this rebate, you must show proof of a paid in full receipt along with a signed form by the contractor after the job is completed up to code and all inspections have been passed. We have NEVER demanded payment, ****** just paid the balance she owes yesterday 4/30/24 for the system that has been completed since 3/18/24 on net 30 terms. She has also not contracted us to do the necessary repairs to bring the panel up to code. ****** is fully aware of the issues at hand and is also fully aware that she will not receive the rebate unless she fixes her electrical issues.
