      Around October 2021 Bi-State came out and gave us an estimate to tear out our old concrete driveway and pave it with asphalt. We agreed to said price and they began working. They tore out the old and expanded the driveway a lit. Laid a base down and told us to drive over it all winter long to 'pack it down" and once spring came to call them and they would come out to finish the job for price agreed on. We wanted it to be done all in 2021 but they insisted we needed to drive on it for a while. We paid $8,000 in cash upfront for work. Now its 2022 and we called them to come finish the job. 1 day before they were set to come finish the owner called and asked what the quote was he gave us. We told him the $$ and he came back with he can not match the quote he gave us because the price of asphalt went us. The price went up $3,000! We told him that the only reason this isn't already finished is because he said we needed to drive on it. We have tried to get in contact with him to try to work out a negotiation. We tried to tell him we would meet in the middle and pay an extra $1500 and he will not answer the phone or return any phone calls. The $8,000 we have already paid is also towards the asphalt that he was supposed to be laying and now is not. If he isn't going to honor his quote and finish the job then he owes us money back.

      First of all I have spoken to **************** and told him that the price of materials, labor and fuel have gone up and that it would be an additional cost. I did tell them that it wouldn't hurt to let the driveway set until next year when they got the funds and driving on it was helpful.  The $ ***** paid in 2021 was for the removal of concrete driveway, disposal of concrete and excavating an area in front of residence then placing compacted aggregate. They chose not to have the driveway paved last year due to funds they said they would have to save up and have it done next year. I know that they feel like I have not communicated in a timely matter. But I gave them the new price and they wanted to negotiate a cheaper price and it just isn't an option right now. Perhaps in the future if prices go down we can do something.

      I have reviewed the response made by the business in reference to complaint ID ********, and have determined the response would not resolve my complaint.  For your reference, details of the offer I reviewed appear below. 

      His response is false. I had CASH in hand to finish the driveway that day and he wouldn't finish it because he said it needed driven on all winter long. So the fact that he said we had to "save up" for it is inaccurate. He is the reason we didn't finish it last year and get the cheaper price. So basically we are out that $$. I would think as a business man he would/should honor the price he gave us. I have talked to many contractors over the past couple of months and every single one of them have said that honoring the quote is honest/respectable way to do. You mean to tell me taking a little concrete out, putting some roadpack down and leveling out some ground is worth $8,000? No way. So basically we are out a couple thousand dollars. I should of know when he said "If you pay cash we will cut you a deal and come work on a Saturday" So now we are stuck with a $8,000 gravel driveway until we can find someone else to do it. We have tried to contact him to figure something out but clearly he does not care about his customers.  This whole situation is just asinine.

However, the quote given in ***************************************************************** 2022 due to circumstance beyond our control.       I would have no issue at all with this whole process if it would not have been recommended that we wait and drive on it through the winter to pack it down. Would have rather had it all done at the same time if we knew the price would not be guaranteed. If you take such pride in what you do then finish the job! Your response that you take "pride" is a line of bull.
