      Hello,

Upon finding out Ms. ******* concerns in her complaint filed Thursday May 30, I immediately called her to address the issues she was having. According to her insurance company’s scope of loss for her claim, she had non-recoverable depreciation and she was not understanding the claim payouts, deductible, and non-recoverable depreciation. I explained all of the insurance claim information with her in great detail until she was understanding what her insurance company was covering for her claim. I also apologized for any misunderstanding and frustration she may have felt in conversations prior to speaking with me directly and that I would address those concerns within our company. After our conversation, she expressed that she did understand everything with her insurance claim at that point, and also that she would like to continue to do business with me. I expressed my gratitude to her and that I would continue to strive to achieve the best outcome possible for her roofing project that would be satisfactory to her. At the end of the conversation, she said that I had addressed all of her concerns in her compliant. We also talked about shingle colors and picking out selections when she was ready to proceed. On Friday, May 31,  I spoke with her the again on the phone, specifically to see if she had any additional questions or concerns. I gave her my cell phone number and established a direct line of communication for her to be able to reach me promptly with any other questions she may have.

I have learned one of the reasons why my homeowners insurance premium is outrageous. It is because of contractors like Hibbard Roofing and Construction. I want to caution you about being aware of what contractors are doing when you allow them on your property. Hibbard Roofing and Construction’s owner intentionally damaged our roof during an assessment. Because of this company I had to file a claim on our homeowners insurance and they have to pay for damages that were caused to our roof. I was contacted by their project manager by phone after they received our information as a referral. My husband met with them at our home so they could assess our roof to determine if our insurance would replace it. (2/26/22) That same afternoon my husband noticed that our roof was missing several shingles and there were several pieces of shingles loose on top of our roof. This was from Hibbard Roofing and Construction’s owner creating damage by lifting, loosening, creasing and tearing off shingles. This experience has cost us time, money and trouble. I would not recommend doing business with this company. I do not wish to be contacted directly by the company or any of it’s employees. The BBB would need to facilitate any correspondence.

Re: Hibbard Contractors, LLC d/b/a Hibbard Roofing & Construction - Surreply to
      complainants reply
      Complaint #: 16983537
      Dear Sir or Madam:
You will recall that represent Hibbard Contractors, LLC d/b/a Hibbard Roofing &
Construction (“Hibbard Roofing”). My client has recently been informed that a complaint has
been filed by Mrs. ******** ********, Complaint # 16983537, and my client respondent to this
complaint. My client has received the reply submitted by Mrs. ******** and submits this surreply.
As previously explained in my Hibbard Roofing’s response dated April 18, 2022, Hibbard
Roofing performed an inspection of the ********’s roof. The roof was deteriorated and damaged
due to its age and weather. The roof, comprised of three-tab shingles, was in poor condition; had
shingles that were delaminated/detached from the shingled below them; and were cracked, broken,
and/or torn. Due to the poor condition of the roof, it was hazardous to walk on. The shingles that
were cracked, broken, and/or torn were removed to mitigate slip and fall hazards while walking
on the roof for inspection and/or replacement.
The complainant relies on security camera photos and video to support her claim that
Hibbard Roofing intentionally damaged her roof. To the contrary, the evidence refutes her claim
and supports Hibbard Roofing’s position. As mentioned in Hibbard Roofing’s reply on April 18,
2022, photos provided by the complainant, in particular the following photo, show that the shingles
on complainant’s roof were separating from the shingles underneath and the edges were beginning
to curl. These shingles were in need of replacement prior to the roof inspection of February 26,
      2022.

The complainant also relies on security camera video that shows Hibbard Roofing
inspecting the roof. The video shows a representative of Hibbard Roofing checking the integrity
of seven (7) shingles. The video shows the following:
      1. At twenty (20) seconds into the video, the Hibbard Roofing representative checks the
integrity of a shingle tab by lifting it up and checking its checking its pliability. The
representative determines that the shingle is pliable and safe, then lays the shingle tab
down and presses the shingle tab back onto the one below it.
      2. At twenty-five (25) seconds, the Hibbard Roofing representative performs the same
check on a second shingle tab. However, this time discovers that the shingle is brittle
and unsafe to leave in place. The representative removes the tab (with very little effort
due to its age, brittleness, and weather damage) from the shingle and tosses it to a safe
area of the roof. The representative then checks the area to make sure that the removed
tab will not create any leaks.
      3. At thirty-one (31) seconds into the video, the representative checks another shingle tab
using the same process, then lays it back down and presses it back into place.
      4. At thirty-five (35) seconds, the representative checks another fourth shingle tab using
the same process, then lays it back down and presses it back into place.
      5. At thirty-nine (39) seconds, the representative checks another fifth shingle tab using
the same process, then lays it back down and presses it back into place.
      6. At forty-nine (49) seconds, the representative checks another sixth shingle tab using
the same process, then lays it back down and presses it back into place.
      7. At fifty-six (56) seconds, the representative checks another sixth shingle tab using the
same process, lays it back down, presses it back into place, then moves to another
section of the roof, off camera.
The complaints made by the claimant mention nothing about the age of her roof, the
separation of the shingle tabs, the brittleness of the shingle tabs, nor the curled edges of the shingle
tabs. Neither does the complainant mentions nothing about the weather damage to her roof.
Furthermore, complainant did not reach out to Hibbard Roofing and make a complaint.
Complainant did not allow Hibbard Roofing a chance to address the situation, make repairs to the
alleged damages, nor allow Hibbard Roofing to deal with the home insurer to replace the roof, to
      which complainant’s husband had agreed.
Rather than work towards resolution, complainant made serious allegations of intentional
property damage, without taking all of the facts into consideration. Complainant has misconstrued
the actions taken during the roof inspection. Complainant has contacted law enforcement and
made criminal allegations against Hibbard Roofing. Further, upon information and belief,
complainant contacted her homeowner’s insurer and had a replacement roof installed, informing
the homeowner’s insurer that Hibbard Roofing caused the need for a roof replacement. Now,
complainant’s homeowner’s insurer is asserting a subrogation claim against Hibbard Roofing.
In an effort to resolve this matter, Hibbard Roofing is willing, without making any
admissions of fault or liability, to replace shingles that complainant alleges were damaged and the
need for their replacement was solely caused by Hibbard Roofing (in the photos provided by
claimant, three (3) tabs were missing and/or removed). In the alternative, as it is believed that
complainant’s roof was replaced, Hibbard Roofing will pay to claimant the cost for the
replacement of said shingles. These payments will be made on condition that claimant will drop
any complaints/charges made to law enforcement and will contact her insurer to inform them that
her roof was in need of replacement prior to February 26, 2022.
If claimant does not agree to these terms, Hibbard Roofing requests arbitration services
      through the BBB.
If you have any questions, please do not hesitate to contact me.
      Best regards,
      **** ******

      Complaint: 16983537

I am rejecting this response because:

I am very disappointed that this owner is not taking responsibility for the actions you see in this video. It is clear that our shingles are adhered to one another and he is forcing them up, unsticking them, creasing, and tearing off my shingle, that looked just fine in the video before he walked on our roof.

The primary purpose of my complaint has been to hold the contractor accountable for his actions that were caught on video and to make other consumers aware. One goal would be for him to change his business practices.

I do not wish to pay more money out of my pocket by being charged a $500 fee to go to Arbitration, so we will not continue this process through the BBB.  I will allow our Insurance’s subrogation and collection team to recover my deductible.

If other consumers want to view the video of Hibbard Roofing and Construction’s owner doing our roof assessment, you can go to: ****************************
