      I am requesting that Maryland’s Better Business Bureau assist me in collecting $567.50 refund from Robert Zebrowski, Dentist, located at 8503 Greenbelt Road, Greenbelt, MD 20770. The $567.50 is for money that I paid to Robert Zebrowski, on July 19, 2021, for the installation of a permanent crown on tooth number14. Robert Zebrowski never installed the permanent crown on tooth number **. On February 3, 2022, I filed a complaint with my dental insurance company, **** ***** **** ****** (****), **** Dental ******* Employee Plan (***). I am sending you a copy of the Billing Compliance Form for your use. As a result of my February 3, 2022 compliant, **** Dental ***, in its March 9, 2022 letter, concluded that I did overpay Robert Zebrowski in the amount of $567.50 and that I was due a refund except for any balance that I owed before July 12, 2021. I did not owe Robert Zebrowski a balance prior to July 12, 2021. A copy of **** Dental ***’s March 9, 2022 letter is attached for your use. On March 25, 2022, I attempted to collect the $567.50 from Robert Zebrowski, at his office. Although, **** Dental *** provided a copy of its March 9, 2022 letter to Robert Zebrowski, I took a copy of the letter with me to his office. The office staff told us (my wife and I) to leave the office and said that if we did not leave the office, they would call the police. Consequently, we left Robert Zebrowski’s office. On March 25, 2022, we also contacted Ms. ***** *****, Grievance/Appeals Analyst, **** Dental *** to communicate our experience at Robert Zebrowski’s office and requested additional assistance in obtaining the $567.50 refund. I also followed up with a March 31, 2022 letter reiterating my telephone request to Ms. *****. A copy of my March 31, 2022 letter to **** Dental *** is attached for your use. I have concluded that this dentist may have a pattern of not refunding his patients without outside intervention such as in the ******, Robert B. vs. Zebrowski, Robert D.D.S.

      We have complied with everything that ********* ********** has asked us to do. The patient is due a refund of 77.50 which he refuses to accept. He is asking for a refund on treatment that has been completed. We settled the matter satisfactory to ********* **********, and we are totally willing to refund the amount due to this patient.

      I am rejecting this response because:In my letter dated February 4, 2022,  I requested that Robert Zebrowski refund me $644.00 that I paid for a permanent crown on tooth ** which he never installed.  Robert Zebrowski responded to my request and sent a "Release/Refund" statement offering to pay $102.00 which I rejected.  In my February 21, 2022 letter to Robert Zebrowski, I responded to his $77.50 offer and rejected it because, I had requested $644.00 that included $76.50 for cleaning on tooth 14 for core buildup which ********* did not allow when it, by sending Robert Zebrowski a copy of its March 9, 2022 letter, stating that I had overpaid him by $567.50 and that I was due a refund for this amount.  Robert Zebrowski, acknowledges providing information to ********* but has not addressed the $567.50 that ********* identified that I overpaid and was due a refund.  I prepaid $447.50 for him to put a permanent crown on tooth number **.. He did not install the permanent crown on tooth number **.  The $567.50 is the money that ********* determined that I had overpaid and am due a refund because Robert Zebrowski did not install the permanent crown.  ********* states that Robert Zebrewoski refunded the money to ********* because the permanent crown was not installed on tooth number ** and in its Feburary 11, 2022 statement asking for the $77.50 Robert Zebrowski states that it paid ********* $447.50 because it did not install the permanent crown on tooth 14.  For some reason, Zebrowski has not explained why he won't give me my money back which is $447.50 plus $120 that I had overpaid in my prepayment on July 19, 2012.  I paid $1,143 on July 19, 2021 but *********''s Explanation of Benefits showed that I did not owe but $1,023 thus the $120.00 overpayment.  Robert Zebrowski has not explained why he would keep my $567.50 for a service that he did not perform.  He obviously did not have a problem reimbursing ********* for not installing the permanent crown on tooth ** but for some reason refuses to refund my  money.  Nor has Robert Zebrowski explained how he arrived at the $77.50 that he offered.  It seems that he expects me to pay for work that was not done and reimburses ********* for the same work that was not done.  I respectfully, request that Zebrowski address *********'s March 9, 2022 letter as to why he won't give me my money back.  ********* sent him a copy of the March 9, 2022 letter identifying the overpayment and my entitlement to the $567.50 refund. I have notified ********* that we have reached out to BBB in hopes of obtaining my refund and they are working to determine why a PPO member of theirs would not comply with their decision that I am entitled to my money back.  Please refer to **********s March 9, 2022 letter.

      As I stated before , we have resolved this issue in a satisfactory manner according to the contract we have with this patient's insurance company.
