On 9/11/23 I paid Dulin Construction a deposit of $6,700 for an $8,200 estimate to repair my back deck. The issue was that the deck footings had risen due to ground water over time causing the deck and deck stairs to become uneven. We talked about the work and the fact we would need a permit from the City of Victoria. He didn't seem to think a permit was necessary. I said I was uncomfortable not filing a permit and didn't want any issues going forward. He had me fill out the permit form. He drew a sketch of the work to be done to accompany the permit. The permit request was submitted and approved. Jeff Dulin agreed to: Remove stair and landing Remove 6 footings And 6 new footings Install new header Install 6 new posts Level the deck on the new footings Replace drink rail and any other deck boards needed He came for one afternoon (Oct. 25) and was here for a few hours. I was not home at the time, but my neighbor was watching the work and spoke to Jeff. He did not remove the stairs. Rather he cut down the 2 existing posts on the existing footings to make the deck and stairs level. He left the header in my garage to stain. After many requests for him to return he did return on Wed. Nov. 15th. On that day he installed the new header. He attached two new diamond piers to the header. He used one new post. The other post was a post he removed from the end of the deck and reused it. He did not remove the existing footing left from moving the post. He did not remove any of the other footings, or replace any other posts. He did replace the drink railing boards and two boards that hold the deck railing in place. He stated he was finished and requested final payment. I declined payment as he did not complete the work agree upon. I had the city of Victoria inspector out 11/17/23 to inspect what he did do. The inspector said the 2 footings that were installed were installed correctly. He also stated his contractor's license was expired. He did not sign off on the inspection.
