Government Action: BBB reports on known government actions involving business’ marketplace conduct::
    State of California Agreement

On March 4,2022, Target Corporation entered into a Stipulated Final Judgement with the State of California. The Judgement settles allegations of false advertising relating to the price accuracy of merchandise sold by the business. The allegations included claims that the business unlawfully charged consumers higher prices at checkout rather than the lowest advertised price for the items.   Under the terms of the Judgement, the business agreed to no longer engage in false or misleading advertising nor charge a price higher than the lowest advertised price for an item.  Target also agreed to no longer use technology that causes pricing in the mobile app to change based on the user’s location; to disclose where consumers can obtain items at the prices listed on the app and is required to maintain a price auditing program in California stores for at least seven years. Target must also pay a fine of $5 Million in civil penalties plus $373, 618 for investigation costs.

The Judgement was for settlement purposes only and should not be considered as an admission of guilt or finding of violation of the law.

BBB contacted Target Corporation and they provided the following statement: “Target is committed to accurate pricing in our stores and has taken steps to improve our processes. The majority of issues identified in California occurred when promotions signs were not removed immediately after a promotion ended. The investigation also inquired about a technology called “geofencing” and its use with respect to pricing shown in the Target app. Geofencing is no longer used in the app with respect to pricing – and has not been used in that way for several years.”

On Friday, 7/12/24, I purchased (2) $100 **** gift cards at Target store on *************** in ******, **. The next day the recipient opened them and discovers that both cards had been tampered with. The final four account numbers on the front of the card had been scratched off, and the security code on the back of both cards had been scratched off. On Sunday, 7/14/24, I returned to the store and asked for a refund as the gift cards were no good. I was told that they ( the store where I had made the purchase) could/would do nothing for me. During the course of the conversation, the employee I was speaking to admitted that this was not an uncommon occurrence. He specifically states that it got so bad at Christmas time we actually removed the gift card display My issue is not that the cards had been tampered with. Things happen. What I do have a serious concern with is that the retailer, Target, and its employee acknowledged this type of tampering has happened before. Regardless, they did nothing to warn me or other consumers of the KNOWN risk. I chose to make this purchase at Target versus other retailers (i.e. 7-11) because I trusted that they took the appropriate and necessary steps to protect their customers. Based on this experience, ********************** clearly does not take even the simplest of steps to protect consumers from fraud.

I want to share my experiences shopping Target.com and express my frustration with the fact that no matter how many times I ask that my concerns be addressed, nothing changes. I live in a small rural town with no locally situated major retailers, therefore I rely mostly on online shopping. Target is absolutely the worst at properly packaging their household products. Yesterday was unacceptable! My husband came inside with a large Target box and sat it on our hardwood floor, not realizing that potent liquid soaking through and leaking out of the bottom of the box. A while later, I came in and noticed a strong smelling Oxiclean liquid laundry additive pooling onto the hardwood and down into the seams! I put on gloves and worked to contain the liquid continuing to drain from a large container soaking everything in the box and onto the floor. All was ruined and I spent my time cleaning their mess. I wouldn’t be so upset if this hadn’t happened before, more than once or twice! Each time I go through the process of explaining the problem, submitting photos of the damage and asking for replacement products. I have asked that my concerns be forwarded to those in charge of training the packers in the hope that they can improve their packing methods. Not only does this inconvenience the customers, Target is losing money every time it has send replacement products or provide refunds! So far it is hit or miss, mostly miss. No one at Target seems to care. My closest Target store is a 4 hr round trip. I spend a lot at Target each year because I like their products & prices, but they are about to lose me as a customer. This evening I filled out the online ‘Problem with your order?’ process, added photos, hit the submit button. I was rewarded with the response: ‘Cannot fulfill request’ and provided a number to call! Guess my time isn’t important & I should be ok throwing my $$ in the trash! I can’t be the only customer dealing with this issue.
