    Sent I would like to file a formal complaint against Perkins welding. I have documented conversations through text messages that I will be happy to forward to you if necessary. The scenario is this: Mid May I met with Mr. Perkins and his employee on my dock. We had a verbal agreement for him to fix the stress area by my PWC lift and any broken welds that he found on my dock plus some other incidentals. In addition Mr. Perkins stated that the float on my walkway was likely waterlogged and he recommended I replace it. I agreed. The timeline he indicated he would be back was mid-july. July came and went as well as August. On or about September 20th Mr. Perkins came by and performed work. The very next day I noticed a broken weld in the frame where the new encapsulated foam was installed. I contacted him and he agreed to return to fix with a service charge. I was not in agreement because that should have been repaired at the time of install. He admitted that it could have broken from the force of the new foam. It was a fracture prior to install but now break was imminent. He finally agreed to repair at no cost to me. Meanwhile I received a bill for $1,200. I immediately paid $600 of the $1200 with a note that stated I would have the balance waiting for him on the dock upon completion of the job. At no time did I refuse payment. I just did not feel comfortable prepaying not knowing when he would show up again. He did not like that and told me he was going to return and remove his foam. So he changed his mind three times. A) complete the job with an additional service charge, B) complete the job at no extra charge to me and finally C) not complete the the job but instead remove the foam. I let him cool down for a few days and then I reminded him of the initial verbal agreement reached in May that he would fix broken welds. Again, all of this has been documented through text m
