****** had sent me an estimate in September 2021. In October 2021 we had signed a contract that was almost 600 dollars more than the original contract. He later told me that the color I was wanting for shingles wouldn't come in until February 2022. I told him that was fine since we had foundation work that wouldn't be done until February. In January he contacted me to ask if it was OK to deliver the shingles. I said that was fine even though I wasn't expecting them to arrive yet. He also aasked for the contractors information to ask him about the extra weight on the house . He did not contact him . it is now February and the shingles have not arrived ..In the meantime another, very reputable roofer in the area had given me a bid coming in thousands lower with my porch roof added, which wasn't added in Justin's quote. I then asked ****** to refund my deposit of 7,563.00. He is asking to keep 25%. I understand there have been costs involved even though I wasn't expecting the material to be in until February. I am more than willing to cover the restocking fee and have even offered to pay for the material out of the deposit I gave him and a refund on the rest. He refuses to let me buy the material and will not even give me a price for the material or the restocking fee. No work has been done and nothing has even been delivered to my property. He won't let me buy the materials out of spite, quote: "your new contractor will order the material himself." I just don't feel withholding roughly 2,000 from me is correct, especially when I have offered to pick up material costs or the restocking fee. Nothing on the contract states the deposit is non refundable and there is nothing stating I that I cannot cancel.Business response

I am sorry that this customer was not satisfied. Once a contract is signed and money is exchanged, as a contractor this means I will be doing the work and that the customer is no longer shopping around for the best price. The customer wanted a full refund although we had a signed contract for months and material had been ordered. I have agreed to have the material delivered to the customers home and her pay the overage that is still owed on the material bill. The customer has said via text that she is happy with this arrangement.Customer response
