February 21, 2024 Level all was paid $2724.73 in total to lift/stabilize 2 driveway and also the rear patio concrete slabs. They were also going to caulk the joints. The driveway slabs are the main issue. Before they started the work I had 1 slab with 1 hairline crack in it; the other slab had no visible cracks. They made my issue worse than before I started. They did not lift the one slab to level. The one slab with no cracks now has a crack across the width of the slab. The other slab now has at least 4 cracks with parts of the concrete crumbling so much that I could remove chunks of concrete just by plucking them out of the cracks. They did nothing to repair this except to leave the chunks in place and to put caulk in the crumbled area. In my judgement, now after Level All, I will have to replace this slab within a short period of time. Now there is almost nothing preventing the chunks from getting dislodged easily by something such as a kid pushing a snow shovel across it. Driving over this area is only going to crumble the driveway further as these chunks will not have strength due to their small size. I have brought this to their attention and have asked for a partial refund of $1500 but have not gotten a resolution. They reference their one sided contractor protection contract which supposedly protects them even against non professional shoddy work and damage caused by them.

Level All was contracted by Mr. ***** to lift and stabilize the 2 driveway pads that had settled in what appeared to be poor compaction at the install of the original concrete installation. Level All was contacted by ************* May 18th 2023 regarding the settlement. On June 14 2023 the original estimate was provided to *************. In this estimate before any pricing the following reads
Descriptive Note For All Slab Lifting:
Attempt to lift, rotate, level, stabilize the ground and void fill under the concrete slabs. 1) While most slabs will lift to the desired target elevation, some will not for various reasons that cannot be detected prior to attempting the lift. Undetected structures under a porch, e.g., piers, frost walls, haunches and other foundation structures, may inhibit or prevent lifting of the porch. Tree roots may inhibit, impair or prevent proper leveling of any slab. 2) It is very unusual for a slab to crack when polyjacking; however, it does occasionally happen. If this happens the Level All crew will grind out the crack - approximately 1/4 wide - and apply joint sealant. Level All shall have no further responsibility for damage to the slab. 3) In any event, the Property Owner, Homeowner and/or ordering Contractor shall not be relieved of the required payment in full for the project.

************** accepted the contract on February 2 2024 after being offered a discount on the project, The estimate was changed to reflect the discount. Unfortunately in our attempts to level the slabs the integrity of the concrete did not allow for a complete lift. As Level All attempted to lift the concrete hairline cracks were exacerbated and became much more visible. These sometimes are not seen before the process starts if they are very small.  Level All is not saying that we did not crack any of the concrete however just simply stating that there were visible hairline cracks at the start of the project.

While Level All sympathizes with Mr. ***** it also refutes the accusation of unprofessional/ shoddy work or any damage caused by Level All. Level All fulfilled its end of the written agreement in which Mr. ***** had over 7 months to review. If he believed the contract was one sided before entering into this agreement why did he contract with Level All. Level All will be providing after photos that differ from what was attached in the initial complaint as these were not the finished product but as work was being done.

**** came to my house 3 weeks ago and took pictures, gave me an estimate, and I signed off electronically. I called the company and was told to put a down payment of $929. They came out on September 14th, then around 3pm I had to leave. **** told me one thing they were going to do, but it was not what we were told he would do. They went ahead and drilled holes and were supposed to put stuff in the cracks to fill the holes, but didn't finish doing this coming up to my door. I called and told the person in the office that they were not finished. She argued with me and said the crew said they were finished. I told her I wanted them to come back to do the work and I did not want them to be on my property without me being there. She said I needed to make a another payment and I told I her I would not be making another payment until the work is done. I told her they could come out on Thursday or the following Monday at 4pm to see what is unfinished.

      ** *******
Level All rejects your claims regarding the project at 12930 High Crest St. Blackjack MO 63303. **** came to your home after you called and requested an estimate for Concrete Leveling and Joint Sealant in your driveway and front walk. After the Inspection on 08/03/2023, **** discussed with you the project and scope of work and provided a written estimate. You accepted the project, which only included concrete leveling and joint sealant. On 08/04/2023, You viewed the proposal and contacted Level All to discuss the deposit, which was 20% of the total project. On 08/08/2023, you contacted Level All and made an electronic payment for $925.29, which was the deposit of $898.29 plus a 3% Electronic Payment Service Fee of 26.95. The project was scheduled for 09/14/2023. Level All arrived on 09/14/2023, and there was some clarification of what work was being performed. **** contacted you again that morning, and after going over this project again it was agreed to commence work. The crew started the project and spent the day repairing your driveway and walkway. You did in fact leave about an hour before the project was completed.  Level All contract states, “Payment in full is required at the time of completion of the project. If the Customer or the Customer’s Agent (Customer’s Agent shall have full authority to make the payment) is not going to be present at the time of completion, then the project must be paid for in full by the Customer in advance and prior to our arrival at the worksite, unless other arrangements are made in advance and approved by Level All senior management. Level All responsibilities for all Warranties and/or project service shall not take effect until final payment is received. “ Upon attempting to collect for the project on 9/15/2023 our General Manager attempted to find out what the issue was you however would not give a reason and stated we needed to come look at it. Then only offered times that were not within normal hours or over a week away. Demanding the same crew return which you claim didn’t complete the project. I inspected the project this morning from the street since you refused Level All access and will state the contract is completed and since you would not give Level All the reason for your concerns or what the issue is we are requesting payment be remitted immediately. I have attached the contract as well as photo documents proving the work was completed as promised.

Work was completed 6/9/23 Amount paid ******* I contracted this company to lift one of my patio concrete slabs that had dropped on one side. I have 2 concrete slabs on my patio. One slab was completely level. They drilled into the dropped slab and pumped their material in. As they were lifting the slab that had dropped the material was going under my level slab and it lifted it 3 higher causing it to bow and crack. The original pad they were supposed to lift was not lifted properly and it also bowed and cracked. They got material on my siding that will not come off. They did not clean up the residue from the material they used. Both concrete slabs are now going to have to replaced. I called their office and complained and refused to pay and they threatened to *** me. I have reached out to the owner and told him I was not happy with the work and have not heard back from him.

I was very disappointed to hear that your experience with Level All was anything short of satisfactory. I want to address the issues that you laid out in your review. After looking into your project and discussing this with all Level All Technicians and Operations Manager involved. When lifting settled concrete that has irregular construction, multiple issues may arise. We discussed these issues at the initial estimate and on the written agreement you signed. When this was encountered during your project, per Level All policies and procedures we ensure you know immediately. After being informed, you said we were wrong and that you were not paying. You in fact requested our crew leave. (I am attaching audio evidence of the complete conversation.) Irregular construction practices such as underpour (when the concrete base is not prepped correctly, causing the new concrete to pour underneath the existing concrete) or ******************* (concrete piers that are anywhere from 18 to 36 deep with a belled footing at the bottom) will prevent the concrete from lifting back to its original position. Level All stabilizes the concrete as discussed and written in the contract when this is encountered. When you were informed that irregular construction practices were found, you were also told that further efforts could result in cracking and additional unlevel concrete. After discussions with the office, you agreed to pay if we would come out and try again, which we did 2 days after the first attempt. Level All issued the same warnings then that there was a very high probability that the concrete would crack, and level would not be achieved. The slab was stabilized and should not attempt to lift further, you still insisted that we try, and that is when the crack that was already there was exacerbated. The before photos will show this. Level All does reject the claim that we lifted the adjacent slab 3 as soon as it started to move 1/8 to 1/4 we stop to investigate the issue. At this point, we found underpour. Which means the 2 pieces are connected deeper than a 14 concrete saw can reach to cut through. This would be considered irregular construction as a patio should be between 4 and 6 thick. I am attaching photos of the work area taken at the time of estimate that show the same or more of a difference than before we started the project.
I would like to apologize for the dropped communication on my end. I did receive your response to my initial email and responded unfortunately the email ended in my drafts I am not sure what happened there but am sorry as I was not attempting to ignore **********************. Level All stands behind its spoken and written word and feels it is the right thing to repair material spots on the siding. Our repair technician will be in touch no later than 8/16/2023.

Date Aug 8, 2022, Follow up Oct 26, 2022 We needed the stairs to our front porch lifted because they were sinking. A person came out and measured and said that in fact, the step was out of code so the plan was to lift the three concrete stairs to bring the top step up to meet the porch. When the crew came to do the work, I insisted that they focus their attention on the steps. They also wanted to fill some spaces inside of the porch, which we agreed to but was not the focus. They lifted the stairs, filled a few things in behind the steps and in the ground and added a bunch of new holes to the porch (which looks awful now), and left. Nice enough people, but the steps immediately cracked and appear to be sinking again. LevelAll came back today (Oct 26, 2022) to check it out and the steps are 1. sinking again 2. cracked and 3. out of code. LevelAll claims they did enough and they won't be helping with our sinking steps. We spent **** dollars to make out porch look much worse and still have sinking steps. I want LevelAll to explain why the steps are sinking again and why they do not plan to evaluate the steps fairly. Other issues are that they canceled and rescheduled with us several times, which was difficult to manage and did not listen to our needs.

Level All was disappointed in hearing that the Richmond family was dissatisfied with the service Level All provided. A member of the Level Alls management team contacted ********************* as soon as Level All was made aware of the situation. Level All returned to her residence the next morning and addressed the concerns of the Richmond family. Level All was successful in having the stairs be within code and address the holes to allow them to blend better with the existing concrete. Level All also addressed the communication breakdown between our team and her family. Level Alls intent was not to leave a customer unsatisfied. ********************** is a company that stands behind its word and work.

Hired Level All to level my part of my driveway, sidewalk and fill void under my garage. Asked repeatedly if damage could occur because previous owner had mud jacked garage and broke garage footing and I showed it to salesman, he assured me that their system was under very small pressure and it would cause no damage at all multiple times. On 07/13/2022 they came and did the work on drive sidewalk and garage. Noticed after a period of time my drive had water seeping up through expansion joints and then got our water bill and it was 100 over regular bill so I turned off water main valve inside house and looked at water meter and it was moving. Called 4 master plumbers to have them check and give me quotes on 08/23/2022 and 08/24/2022 They all agreed my service was leaking under where they repaired concrete. Called Level All 08/24/2022 and the owner came out and promised me he would call me back concerning issue, I stated it was costing me more every day. I had to call back on 08/29/2022 at 11:46 only to have secretary say he was out sick and she would call right back, after over 2 hours I called back only to get secretary give a bit of run around and they would not help me I forcefully asked for the owner to call me. Owner then called he said I could not prove they broke my water service line under my driveway and after telling him I could prove it he then stated my water service line did not go under my driveway because he looked at a drawing of the system and they never put service lines under driveways which is not true. Then he tried to say water does not flow uphill which had nothing to do with my service line leaking under my driveway, and he also said he did not cause void that cause leak at which I said you filled that void and leveled my concrete. At that point I said I was calling BBB and giving reviews where ever I can telling of you company breaking my waterline and you not standing behind your company.

On May 13,2022 Level All provided a written estimate to *** ******* for him to review which included the scope of work to be performed and provisions of the contract. *** ******* approved the contract on May 25, 2022 and provided a deposit. *** ******* inquired at time of estimate specifically if the product would damage foundations to which we did respond no. Level All was able to move *** ******* project forward by 3 weeks. We started and completed the project on June 20, 2022.
*** ******* informed Level All of alleged leak on August 23 2022 and an appointment was scheduled for Level All to inspect on August 25, 2022. At the appointment, I discussed with *** ******* the issue and advised him I would investigate the issue and respond to him by end of business on Monday August 29, 2022. After discussions with our suppliers, we find it unlikely that the services Level All provided damaged the waterline if that is the issue. In a review of the maps of his home and area along with discussing with plumbers, the way the main water line is ran to the home it would be in the yard and not in or under the driveway. Water main line and other utilities 95% of the time aren’t ran under or through the driveway; however, there is the rare occasion this could occur.
*** ******* advised that previously the walking surfaces in this similar area were mud jacked previously and caused damages to the home.
Level All’s contract in which *** ******* was provided and signed states Level All is not responsible for plumbing issues that may arise due to the lifting process. This is not hidden in fine print it is very forth right in the written contract that *** *******’ signed and returned to Level All within 2 weeks of receipt of the contract.  This provided ample time to read and understand the contract he was signing.
All of this is based upon if the issue is a damaged water line in the driveway. There is no way to know that this is the issue along with that Level All is the approximate cause of said issue.
*** ******* alleges that Level All delayed the matter; however, Level All has delivered upon all promises.
Enclosed are the conversations along with Level All’s contract.

      Complaint: ********

I am rejecting this response because:

First all water lines here run under driveways and I don't know where he gets his information. Second his salesman stated multiple time no damage could occur, that is how he knew about my mud jacking because of my concerns. Third to make me wait 5 days while my waterline is leaking and me having to call 2 time then demand a call back is not timely at all. One more thing a plumber's helper for roto rooter stated he worked for a leveling company and they are supposed to find the water lines and not work directly above them and they pumped their product directly over my line.

We entered into an agreement to have our patio leveled. The work of leveling the patio was not completed before Level ALL began demanding payment. Their demands for payment can easily be characterized as harassment and intimidation. We met with Level All with the result of the meeting being that their representative informed us that their sales person had sold us a service that they could not complete within the scope of their original bid. The representative was clear about his disdain and disagreements with how the sales force bids on work like ours and he lamented that this was the issue. According to a Level All representative, our project was not completed because the sales person underbid the work and Level ALL was unwilling to honor their invoice and correct their mistake. The workers did not clean up after themselves and they left more chips and damage to our patio than was originally present. They failed to caulk the concrete seams, which will lead to further damage to our patio. We contacted their office twice to speak with someone in charge and have gotten no response.

Level All refutes the above statements. Regarding Mr. ******* allegations,  Level all completed the contracted project on 04-04-2022 at 1:31 PM. Per the terms and conditions Level all asks for payment at completion of work. Mr. ***** was not available and did not answer his phone on this date regarding the final payment or walk through at this time. On 4/05 Mr. ***** was called, Level All did not receive any answers to calls or emails requesting payments. On 4/6 I (****** *********) texted Mr. ***** at 11:23 requesting he call me regarding this matter as we had not heard from him. Mr. ***** did in fact call me and stated that he needed to run to his car to get his credit card and would call right back to make payment. Level All did not hear back from Mr. ***** that day like he promised. Level All attempted to call Mr ***** the following day (4/7) and left a voice message. At 9:50 on 4/7 Mr. ***** contacted Level All and made a partial payment on the past due invoice. Mr ***** did not mention anything to Level All regarding anything unsatisfactory. When Mr. ***** made the partial payment on 4/7,  Mr. ***** once again stated that he would call back with a different card to complete payment later that day. Level All did not hear from Mr. ***** once again. Level All continued to send Mr. ***** invoices via email as he remained unresponsive to phone calls. Level All does expect to be paid for work completed. Level All did not hear back from Mr. ***** until 4/12 when Mr. ***** stated that Level All didn’t caulk the area of work and was not satisfied with the work. Level All stopped all invoicing and scheduled an estimate with Level All’s Operations Manager. This appointment took place on 4/13 at 4:30 pm. Mr. ***** stated that the concrete was unlevel and that we did not caulk. **** (Operations Manager) showed and explained to Mr. ***** that the concrete was installed incorrectly and bowed at the corners causing a crown. Concrete is a ridged surface and does not bend. **** offered to Grind these areas to eliminate Mr. ******* concerns at no additional charge. (Level Typically will charge for this but as a customer service would do this for no charge.) This was completed on 4/18 around 10:00 am while Mr .***** was at home when **** asked for the balance due Mr. Petty stated that he would call the office as soon as **** left to provide payment. Level All did not hear form Mr ***** until sending an additional invoice on 4/19 which Mr. ***** paid. In regard to the caulking that is being alleged this was offered on the initial project. **** (Project Estimator) did on fact offer this to Mr. ***** and Mr. ***** stated that it was not in the budget at this time. Level All noted this on the estimate and therefore this service would not be provided as caulking is an additional charge.  Mr. ***** agreed to this estimate without caulking. It is stated on the front page of the project estimate. “It is extremely important that the property owner clean and seal all of the open joints and cracks in order to protect the slabs from surface water damage, which is the main cause of concrete slabs sinking and breaking. This will also protect and keep the warranty in force for the work completed”. Level All did proceed with Crack repair sealant that was selected by Mr. *****.

Level All stands behind its work and word. Level All is a leader in the industry and has not intimidated nor harassed Mr. Petty. Level All simply requested that Mr. ***** followed through in his end of the agreement as when services are completed payment is expected to be received.

      Best,

      Level All

      Complaint: ********

I am rejecting this response because: Unfortunately for Level ALL the documentation that I have attached highlights their dishonest business practices. Attachment LA6 is a screen shot of my voicemail box that is clear evidence that I contacted Level ALL on 4/4/22 and shared my concerns. The screen shot shows Level All apologizing for missing my call. In addition, if you look closely, the screen shot shows 2 of the 4 harassing phone calls I received on 4/5/22 demanding payment for work that they were clearly aware was not completely. I also have as evidence an email that constitutes intimidation tactics  as it was sent on 4/4/22 on top of the 4 phone calls demanding payment. Level All is not standing by their 100% satisfaction guarantee.

Attachments LA1-LA5 show that the work was not completed as the patio is not only unlevel, they left chipped pieces of concrete, dust all over our landscaping wall, unsealed cracks where they clearly had done work, and failed to color match holes they drilled in our patio when they patched them. There is nothing on the level about Level ALL My evidence speaks for it self and we have video surveillance of the entire interaction with their contractor berating their sales team and their under bidding.
