      I want to file an official fraud complaint against ****** ********* ********* College Life Science Department, ***** C ********, and ******* *********. I registered for online General Biology ******* in the summer of 2023 from 6/5/2023 - 7/28/2023 with instructor ******* ********* and paid $1,091.51 and did not have the opportunity to learn anything. The motto of ****** ********* ********* College is "You have a dream we have a plan." As a student this past summer 2023 I have interpreted this to mean "You have a dream we have a plan to take money from unsuspecting students with impunity." There are instructors who create curriculum in support of student learning and understanding, but clearly the biology department and/or ****** ********* College does not ensure this is true for all of the instructors and only care about the money they are taking from trusting students. I filed a Course Grade Appeal and an Academic Appeal to ****** ********* ********* College approximately three months ago. I received no response to the Course Grade Appeal and I only received an impassive email response from ***** ******** that displayed absolutely no concern about the fact that I paid to learn in a biology course and did not learn anything. As I previously stated to ***** ********, there is a methodology to teaching and learning and the instructor, ******* *********, has not learned this or did not care about this in her summer 2023 biology course. ******* ********* quickly glossed over material with no direction on what I needed to focus on for successfully learning and understanding for quizzes, exams, and future course work in biology. The videos in the course did not always work or relate to the questions asked in the quizzes. The questions in the quizzes did not always relate to the book, Powerpoints and/or videos. I would like for my $1,091.51 be returned to me and/or my grade, I did not earn from not being taught, be corrected.

      OTC has reviewed the complaint from Camaro Walker with our Academic Affairs leadership and has conducted an internal review. OTC’s findings are as follows:

      The student initiated the Academic and Course Grade Appeal process by email on 8/25/23. The chief complaint was that the instruction in the class was inadequate for the 8-week summer semester term. The student indicated that the desired outcome was a reimbursement of funds for taking the course.
      During the review, it was noted that the student completed and achieved a passing grade.
      A review of the instructor’s grade distribution for the course indicates an expected range of grades, from A through F. Out of 21 students enrolled, 62% earned an A, B, or C grade.
      A review of the instructor’s course evaluation feedback over the last three academic years reveals an aggregate student approval rating of 92%. On specific questions, the instructor scored as follows:
      Did the instructor communicate in a clear and understandable manner? Yes=92%
      Was the instructor helpful and responsive to the students? Yes=94%
      Did you gain knowledge, skill, or ability from this instructor’s course? Yes=91%
      Did the instructor create a positive learning environment? Yes=95%
      Would you recommend this instructor to another student? Yes=88%
      The student was contacted with a denial of the appeal on 8/31/23.

      Given these facts, reimbursement of the student’s charges was not warranted.
