    Recently, ****** **********************, owner of Skinner Services, contracted to do a painting/vinyl flooring re-modeling job at my house. On October 28th, Mr. ********************** informed me that he was ready for the FIRST FINAL WALK THROUHG on October 29, ************************************************************************************** DISAPPROVAL. He had previously assured me that the final payment was not due until I was completely satisfied. I was prepared to pay the final amount to Mr. ********************** on October 29, 2021 but because of the conditions I found the house in, I did not pay Mr. **********************. I was not satisfied with the job he had done. I arrived on site to inspect Mr. **********************'s workmanship on Friday, October 29, 2021. To my dismay, Mr. ********************** and his work crew were still there working on the project and they were no where near finished. The entire house was a filthy dirty mess as well. There was a black ash coating from the cutting of .the vinyl flooring and spray paint all over everything. Some areas of the house were not even painted or a section of the house was partially painted. I began to suspect the worst, and that Mr. ********************** was trying to hide a lot from me and that he did not want me to to be able to do a thorough inspection but yet, get my approval and get paid anyway. My suspicions turned out to be correct.This was the beginning of a series of LIES by Mr. **********************. LIE #1: Mr. ********************** did not keep his promise to ask for a final payment until I had given my approval of his job performance. I have not given him my approval. However, he mailed me the INVOICE anyway, demanding payment upon receipt. LIE #2: Mr. ********************** knew before October 29, 2021, that the house would not be ready for the FIRST FINAL WALK THROUGH but scheduled it anyway and failed to inform me of this, causing me to drive 75 miles and 80 minutes of my time to attend the botched inspection. So, on the same day of October 29th, I offered Mr. ********************** another chance for another FINAL WALK THROUGH inspection on November 1, 2021. Mr. ********************** accepted to do so, which gave him 3 additional days to get the house ready and 3 days of advanced notice to attend the meeting. On that week-end, I sent Mr. ********************** several emails reminding him of the SECOND OPPORTUNITY of a FINAL WALK THROUGH just to make sure that he was actually ready this second time to do the inspection with me. However, Mr. ********************** did not respond. When November 1, 2021 arrived, I had not heard from Mr. **********************, I decided it was in my best interest to attend the inspection anyway. The house was in the same condition as it was on October 29th, a filthy mess with spray paint all over everything, many unpainted areas and the poor job of installing the vinyl flooring. Mr. ********************** did not attend, even though he had 3 days of advanced notice of the planned inspection. This was the beginning of LIE #3: Mr. ********************** informed me by email later that day on November 1st, that my email reminders were "outside his office hours", trying to make an excuse for not showing up for the SECOND OPPORTUNITY to do a FINAL WALK THROUGH. On Mr. **********************'s website, he lists his Office Hours as Monday through Saturday 8:00 am-7:00 pm. Previously, Mr. ********************** had communicated with me on the week-end several times, which means he was lying about his excuse of "outside his office hours". Either way, he had already been given a 3 day advanced notice that the meeting was going to take place and he agreed to do so. This was LIE # 4: There really was no need for me to remind him to attend the meeting in the first place. I was just being cautious so as not to repeat the FIRST FINAL WALK THROUGH fiasco on October 29, 2021.On November 1, 2021, I began the CLEAN-UP/REPAIR WORK which took 6 DAYS, 7 HOURS PER DAY, and to be clear, at my expense (gas for 75 mile trips per day for 6 days @$3.19/gallon, labor to clean the house, cleaning supplies, repair supplies). On DAY 3 of the CLEAN-UP/REPAIR WORK, Mr. ********************** contacts me by email asking for a THIRD OPPORTUNITY to do the FINAL WALK THROUGH. By that time, I had already finished ONE HALF of the CLEAN-UP/REPAIR WORK. I felt that Mr. ********************** realized that he had committed GROSS NEGLIGENCE by not taking advantage of the 2 previous chances for a final walk through and that he was trying to fenagle his way out from being charged with GROSS NEGLIGENCE and finally to place the blame on me.During the entire CLEAN-UP/REPAIR WORK, I meticulously wrote down all of the items that I found of Mr. **********************'s poor shoddy work for a GRAND TOTAL of 43 INFRACTIONS concerning a filthy CLEAN-UP/PAINT JOB and ********************************************************************************************************************** mouldings. MANY PHOTOS WERE TAKEN and I sent Mr. ********************** 10 photos to show my proof of his poor workmanship. It was at this email that Mr. ********************** decides that it was in his best interest to end ALL communications after viewing the explicit photos of his very poor job of partially painted areas throughout the house, spray paint on many areas that were not to be painted, which he assured me before the project started that he had painters tape and covers to prevent unwanted paint on areas that were not to be painted, that those areas would be hand painted by his detail painter, plus photos of the poor job he did with measuring and cutting the vinyl flooring where spaces or holes were visible along the sideboards and the moulding. On my way out of the house on the October 28th FIRST FINAL WALK THROUGH, one of his painters told me that he could "not see a thing" because he had "real bad glaucoma" and was having an operation the following Monday, November 1, 2021. That explained the awful paint job that I discovered 3 days later.Even though Mr. ********************** had not received my approval for his job performance, he sent me an INVOICE for the final payment anyway. However, and once again, Mr. ********************** made another GROSS BLUNDER. There was no remittance address, thus I was not able to send the payment. As of this writing (11/19/2021), Mr. ********************** still has not provided me the address I need in order to make the payment. He is now refusing to respond to ALL communications with me after I sent photo proof of the poor quality of his work and is making threats to put a lien on my property for not paying a **** for which I have no address to send it to. As for allowing Mr. ********************** back in my house for a THIRD OPPORTUNITY for a FINAL WALK THROUGH, I told him that he failed to complete 2 previous opportunities to do a FINAL WALK THROUGH with me and that I no longer had any respect for him and his job performance and that by the time he asked for a THIRD OPPORTUNITY, I had already finished HALF of the CLEAN-UP/REPAIR WORK, and that I did not trust him to be in my house again and that based on his actions thus far, I could no longer take the risk of going through anything else with him, fearing that he would create another CLEAN-UP/REPAIR WORK FIASCO for me to deal with.
