On Saturday 11/20 I came to the *** Store in ******, ** to have a car title notarized to facilitate the sale of that vehicle. In doing so we dealt with *****. ***** asked for our NCDL which we provided. After we signed as instructed and ***** began his notary process he asked us who the vehicle buyer was. We then told him it was the gentlemen in the store with us. He asked to put his name on the title which was NOT the desire of the gentlemen. ***** then refused to complete the notary process stating that is was against ** State Law. We asked him to provide a copy of the law, he stated he didn't have it BUT he had been doing this for 15 years and new the law. I at that point googled to confirm this was NOT in fact against the law. I did also call ** DOT today to confirm this. The service rep did confirm this is a best practice but NOT against any law or statute. Understanding this is a best practice and a notary service can be refused, this should have been discussed prior to ***** ruining our title. We have a useless title that has to be handled via the *** before we can proceed. His negligence and arrogance has cost me time and money. I am seeking reimbursement for the cost of a replacement title.
