Business Response /* (1000, 6, 2021/09/05) */ All funds are accounted for via bank draw process that was inspected by bank, signed by myself and homeowner. In the process of renovation plans were changed, materials were added, upgraded. A change order was presented to the loan officer, at that point we were off budget and told to use remaining funds to complete items within the interior of the home. After remaining funds were distributed I was contacted by the bank to make no other improvements until the refinance of the home was completed, unless the homeowner was willing to pay out of pocket. All subcontractors were paid for the rough installation, which is 1/2 of the cost of service except for HVAC which was 70% paid at the installation time. Remaining funds for the final install and inspections were used per bank orders to be used on the interior of the home. Several months went by and the homeowner contacted us to continue work that she was in the end of the refinance process and that the bank was under the impression that we were being paid out of pocket. We made an agreement for labor cost to her only for finishing remaining items. I sent two carpenters to complete the tile in the showers, the owner agreed to buy any needed materials, which she did. The homeowner also agreed to pay for labor cost the following Friday, which she did not. I requested the funds and even sent the two carpenters the following week for 3 days until I got a response from ****** saying she thought her husband had paid then the following day a response saying she wanted to sit down and talk about the labor. At that point I contacted the bank for clarification of the process I needed to take. We can not complete her project due to, lack of available funds and work performed on the home with no active permit by other sources.
