I took my elderly cousin, who had recently moved from *******, to the Ballard Agency in Hillsborough to obtain insurance so that he could get a ** driver's license. Apparently you need insurance to obtain a DL and you need a DL to obtain insurance. He had an appointment with DMV but it was not in the acceptable time line with the Ballard Agency. The agent told us of another client in the same situation that walked right in to DMV and got a license. She wanted us to do that; however, she failed to realize that my cousin was 79 years old and could not wait all day in DMV. A few people get lucky and get in early but others wait all day.The agent failed to tell ** along the way that the insurance *** would only accept a tax return as proof of residency! This was after I sent a lease, a bank statement and a **** form from SS. They had no right to see his tax return. Initially, when he paid the first premium, which she readily took she said he needed a utility bill as proof of residence. I told her he did not have a utility bill because all utilities were paid where he lived. All that was in the lease that I gave her. She said, anything with his address on it would work. None of what she was given was acceptable. I feel he was defrauded out of the initial premium and 2 additional premiums. When I told her he wanted to cancel the policy and be done. She said no one wanted to be done with it more than she did. She had spent more time on his policy than any other and that she "Only made pennies on the policy." The agent refused to refund his money. She said it wasn't the insurance company 's problem that he didn't get his DL in a timely manner. So if it was not their problem, it must be his. It is impossible to make an appointment with DMV in less than 60 days. We were treated like trash at the Ballard Agency because they made no profit from the policy they wrote, but turned out to be worthless. Don't go to the Ballard Agency FOR ANYTHING.
