      Hired *** Keenan with Keenan Builders to tear out old existing deck footings and redo entire deck to get to code and permitted and to get deck leveled. Then he was to build a roof over deck. This job and in writing between homeowner and builder required to get addition permit. ******* said he had a permit but I found out he didnt. After I asked for his permit, he later started permit application but had already poured new footings and finished most of new roof without permit. He started job 5-10-23 and stopped all framing and work **** when I delayed payment til he acquired permit and got his work inspected for missed inspections. Permit finally issued **** but Builder refusing to do anything until I paid him. I asked for first inspection and invited Builder to join but he declined. Footings inspection failed. Inspector noticed other issues. Now over 4 months later project still not finished and builders work done so bad, permit office suggested that I needed an engineers evaluation to see how to fix anything. Prospective new contractors afraid to take on without engineers report so I hired an engineer to evaluate. Looks like Ill need to pay to take everything down and started over.

      My contract with *********************** was to build a roof over an existing deck. She did not want the deck rebuilt but is claiming that I promised to do so despite what the contract says. The permit was delayed because she called the inspection department and the ******************* planning office on several occasions and gave them conflicting information. She is also the one who called in an inspection for the existing deck, which failed. She has also refused to make any payments. I have been a licensed contractor for nearly forty years without complaints. I have since turned this matter over to my attorney and a collection agency

      I am rejecting this response because:
      *** Keenan hired to get permit and get my deck up to code and built to pass inspection to be closed in within the next year for an addition. He said he had permit but he didnt apply for permit until I questioned him about permit and not until he had already dug footings and poured concrete. I called to make sure he had permit but was told he did not have permit. While our contract is simple, our written correspondence between us confirms *** Keenan knew our agreement and it was not just to put a roof over existing deck. He broke our contract by not getting proper permit and not getting inspections.  

      He was supposed to redo footings for my deck so that it would be an addition the next year, however his footings failed for porch, the footings will have to be torn out and redone for an addition. *** Keenan knew he was getting my deck/footings redone for an addition. There are witnesses that heard him tell his crew at my site, that I was closing in structure within the next year for interior space with sliding doors. *** Keenan misrepresented himself and what he was going to do for me. 

      As a licensed contractor, he knew he had to have permit for addition and his holes inspected before pouring concrete. Permit office advised that Id need to hire structural engineer for report because of the work he did without inspections. I emailed *** Keenan the engineers report but no reply.  

      After reviewing emails,texts,documents between *** Keenan and myself,permit office and reviewing structural engineer report, The ****************************************************** found enough evidence and has opened a formal investigator on him  

      His work was done so poorly, that Ive been advised it needs to be torn down or spend more than his quote just to get an engineer and architect to draw up plans on how to fix his unsound structure. After full assessment on his damages to me, *** been advised to *** him for damages.
