Original date of contract agreement 7/3/23 for $13,967.88 for siding etc see the contract . On 7/21 and 7/22/23 the contract agreement was signed by myself and **** *******. On 7/24/23 I paid $8,380.73 via cashiers check as agreed 60% of the $13,967.88. No work had been done . The materials were not delivered until work day 1 on 8/31/23. Via phone on 8/31/23,Mr. ******* said he needed to increase the amount of the job and told his workers not to remove the old cedar shingle siding but to leave it on and the plan was to place new vinyl siding over the old. An additional $3200.00 was given to Mr. ******* via cashiers check on 8/31/23. No written change order was given to me. The workmen put a small number of nails into the old cedar shingles and capped the wooden frame around the back door of the house . That was all the work that was done. Mr. ******* then said no further work would be done until the old cedar shingles and material on the house could be tested for asbestos. Mr. ******* said he would have another company come to the house to do the testing. I explained to Mr. ******* on 8/31/23 that I would not agree to any further charges and if the old shingles tested positive I would not go forward with the work and I would need a refund. Mr. ******* later said the test was positive and sent another company out to get an estimate for him for the amount to remove asbestos! Again I said no further work was to be done and I wanted a refund minus the work done, nails and the back door capping and I agreed to pay for the asbestos testing as well as a restocking fee for the remaining materials in my driveway . No refund was given. I emailed a termination agreement on 10/20/23. I had to have the siding company come and pick up the unused materials since Mr. ******* never called them to do so. That was on 11/16/23 . I have not been given any refund at the time of this complaint. The siding company had to give Mr. ******* the money or credit for those materials.Initial Complaint

03/13/23 I entered into contract with Juan ******* of Riggs Home Improvements LLC to perform complete renovation of the subject property. I've maintained all payment schedule per contract, Mr. ******* failed to compete work as scheduled, create an unsafe environment, and started work without a permit for which he was paid for and indicated he filed a request for all permits. Upon verification with the city of Philadelphia, no permits were field for, and Mr. ******* has set appointments to come back and complete the work and no showed. He was supposed to order and pay for the windows and never did. cost to complete work est. about $17,000. This man is unethical, unprofessional and untrustworthy!Initial Complaint

I would like the deposit of $9,487.80 returned within 30 days from the date of this letter. Please be advised that the contract does not allow for the deduction of fees (no work was performed and no permits were filed) and I will *** if I receive a check for less than $9,487.80. Additional Facts:Paid $9,487.80 on January 10, 2022 via personal check 6/16/2022 Contractor agreed to start work on June 27, 2022 via phone call. oConfirmed permits needed to be filed and permitting fees was included in the contract via text. 6/26/2022: Reached out to confirm that work was to start on 6/27/2022, no response from contractor via text message. 6/27/22: Contractor apologized and said he will put in permits on Tuesday via text message. oWork not started. 6/28/2022: Permits are not filed due to contractor not having adequate information in his quote/estimate/contract via text message and phone call. 7/1/2022: Confirmed appointment with contractor so that he may get information needed on July 25, 2022 via phone call. 7/5/2022: Contractor made appointment, obtained additional, and promised to file permit on Friday. 7/8/2022: Contacted contractor to see if permits was filed. Contractor stated he was on his way to the plumber for additional information and permit will be file by the end of the day. 7/13/2022: Contacted contractor to see if permit was filed. No response from contractor. 7/14/2022: Contacted contractor to see if permit was filed. No response from contractor.oCalled Municipality to see if permit was filed, no permit was filed. oEmailed Contractor to terminate contract in accordance with number 13 of the contract (Aforementioned above).oContractor claims that he attempted to file permit but he needed the permit from the previous contractor. ?Contractor was aware that the previous contractor did not file permits. Contractor stated the township would give us a hard time because of this via site visit at house Jan 2022.
