I am an elderly man on ******** recently had to go to NY DSS for assistance after my furnace began spewing black soot. They had Kool Temp based in Coxsackie NY come to my home to fix the issue. The state said all costs would be paid for by NY DSS. Many months later I started getting bills for the work from them. I informed DSS. They said they were paid in full and 5his would be a civil issue. I am mobility i paired so travel to court is hard for me and can't afford to go to court. They keep adding late fees to the bill. They call all Day and are very rude and combative when I try to explain that DSS set this up not me. They insist I owe them the balance. This has now been reported to my credit and has caused financial issues for me. I think they take DSS jobs for the intent purpose of taking advantage of them. This company was great but recently control changed hands and now many people in the community state problems with false billing and work not being completedBusiness response

In 2020 I had my heating system go out. I was in a low income bracket and recieved assistance from NY Dept of Social Service in the purchase of a new furnace. The total cost of the central heating furnace was covered by the state. A company called Kool Temp installed the unit. This company was chosen by DSS. During installation they installed a control panel and electrical box to a piece of 2x2 plywood and then attached that to a cinder block wall with wood glue. I noticed this and I stated do to temperature change, increased humidity and ground water seepage the panel is going to fall. I was told it was fine and not to be concerned. Over the next 2 years this panel fell 5 feet to the ground 3 times causing damage to other components. Kool Temp returned many times for repairs. Each time they came they did repairs and then just glued back up the panel and never properly secured it. In Autumn of 2022 it fell an I was told by the office Manager it would be handled once and for all. Once again they came out this time securing the panel and fixing a broken components again. The Manager at that time stated the their workmanship warranty is only 1yr. but assured me there would be no charges related to the improperly installed panel; and the parts were covered by the Manufacturer warranty. He stated that further damage or issues would not be covered after these repairs. A month later I recieved a bill for labor and for multiple parts. I have repeatedly called them disputing these charges but they simply refuse to acknowledge there agreement and insist i owe them for all parts and labor. They call my house all week & send a bill weekly with additional costs added. Today they called and said pay now or we ruin your credit and will take legal action. This company is exploiting low income families and the elderly. Most appalling, they are utilizing NY DSS to exploit low income and elderly victims that have no recourse to object their charges or the knowledge to get help.Business response

To whom it may concern,
In response to complaint ID # ********, Kool-Temp was contracted with NYS Department of social services to replace the furnace at Joseph ***********'s house. On June 26th, 2019 the furnace was replaced. The control pane and plywood that the customer is referring to, existed prior to the installation. The plywood held a control for the external power venting exhaust unit that was not replaced at the time of installation. On July 8th, 2021, Mr. *********** contacted our office stating the plywood fell off the wall. The same say we scheduled a service technician to diagnose the issue and we resecured the plywood to the wall using tap con anchors. With this happening the control board in the furnace was burnt. We ordered and replaced the warranty board on August 3, 2021. The customer was charged for the diagnostic fee and the labor to replace the board as shown in the attached documents. Each month a computer-generated statement ( see attached) is mailed to the customer including interest charges. I am willing to waive all of the interest charges when Mr. *********** paus for the two open invoices. Also included is the NYS Department of Social Services paperwork outlining exactly what will be replaced at the time of the new furnace installation. Recently, Mr. *********** has filed fictitious complaints with the Better Business Bureau stating similar complaints. All of which the addresses do not exist and the phone numbers used are not in service. Moving forward Kool-Temp will no longer service Mr. *********** or his address.

Yes wilst this work was done after the initial install. It was only required due to the poor workmanship done on that initial install. Had the board been attatched to the wall properly by anchoring screws on the day of install. Then this board would not of fallen requiring me to call them back when it fell. They again did not properly fix it. After falling the 3rd time and resulting in damage to the unit. Only then did they anchor it to the wall. They stated in there own response that they replaced in its entirety. This shows they place the control unit on the board themselves and then glued the board to the wall.
