The second week of May, 2021, I hired Brooks General Contracting in Elmira, NY, to build a carport and porch on my house. I was quoted a figure by Emanuel Brooks, Sr. who asked for a 2/3 deposit, which I paid. When I asked, he told me that the project would take 6-8 wks. Mr. Brooks' crew showed up rarely and accomplished very little. By September 21, 2021, no carport had been built, and only a part of the porch was complete, so I sent Mr. Brooks a certified letter informing him that his services were no longer needed. After this, I solicited other contractors to give me estimates for completing the work and was informed by them that the work that had been done extremely poor, and they were at a loss about how to move forward with the project because the work had been done so poorly. To confirm this information, I contacted the local code enforcement officer for the **** ** ********** *** ***** ******* to inspect the work. He confirmed the estimating contractors' comments and said that the work above the porch deck was so poor, that the porch roof was unsafe and needed to be torn off since he would not pass it for inspection. As a result, I had to hire another contractor to tear off the roof structure, repair the gutters, soffit, and siding, repair water damage that had been done inside my home because of the shoddy original roofing work, re-string the stairs, and add railings. On November 26th, 2021, I sent another certified letter to Mr. Brooks explaining that I would pay him $4,000 of the original deposit, but expected a $10,000.00 refund to compensate me for the work that was not completed, the work that was done so poorly that it was useless and had to be torn off, and to reimburse me for the extra several thousand dollars that I had to spend having a new contractor tear off the roof structure, and make needed repairs. I told him that I needed a reply in 7 days. I have heard nothing from Mr. Brooks.
