Contractor made agreement to install kitchen cabinets and full kitchen all inclusive $29,000.00 as noted on the agreement. He gave a time span of eight weeks. Said he was an expert for installing kitchens.Job spanned from July 2023 to February of 2024, not completed satisfactorily. Contractor showed an average of two times a week, sometimes once a week, and was never prompt. Was belligerent and begrudging me for taking his time away from his other jobs. I paid $25,000 of the fee. Contractor was informed for third time on Feb. 1,2024 of faulty work, was told to get another person in to make corrections. contractor screamed and cursed me on phone, made threats of getting attorneys against me. He put a Mechanic's Lien on the house on Feb. 6,2024 for sum of $18,773.00. Real balance is $4000.00 however corrections need to be made. I am now claiming the damaged new Thermador range which he took a mechanical saw to and cut a support bracket from, making the warranty void, ruined new moldings, new fascia, new kitchen cabinets. I am seeking the sum of ********* beside having him forfeit the $4000.00 balance. I have an attorney on retainer to quash the Lien, which is fictious, and exaggerated. Complaints are made to Suffolk and Nassau County Consumers affairs, and to ******************************* thus far.Customer response

We are in receipt of the Complaint filed by *** ******* and RF rejects any statements set forth in the Complaint. To begin, RF has been in business for many years and we have never had a complaint filed against our company. This is indicative of the quality of work that we perform and the satisfaction of our numerous commercial and residential customers.
RF states in no uncertain terms that all work was performed in a proper and workmanlike manner and was done it total agreement with the Contract between RF and Mr. Ruppert. RF only performed the work we were contracted for and we did not perform improper work. RF did not perform gas work as alleged and only performed work for which we are qualified.
RF has attempted to resolve the purported issues with *** ******* but nothing we do appears to satisfy him. Further, *** ******* has elevated this matter to another level by making disparaging remarks against RF on social media including accusing RF of “stealing” certain items. Allegations of improper work should never be elevated on social media to another level.
Again, this is the first complaint ever filed against RF and we intend to defend ourselves against these baseless and improper allegations. The allegations are so disjointed and rambling that we cannot adequately address them since *** ******* has never provided us with a list of the purported defective work.
RF would be willing to work with *** ******* if he provides us with a definitive list of his issues so that RF can respond to each one.

I have reviewed the response made by the business in reference to complaint ID# ********, and have determined that my complaint has NOT been resolved because:RF Electrical Contracting Corp and RF Development and Contracting Corp are both run by one ****** *********. The Suffolk County Government Department of Consumers Affairs has had two complaints, which are on file, against *** *********, ********** and **********. They have responded to my complaint against him and have assigned a special investigator for my complaint against him. Therefore, *** ********* has been in business WITH complaints against him and not with the unblemished record whoever wrote the response states. Furthermore, the Nassau County Department of Consumers Affairs is awaiting the results of the investigation conducted by Suffolk County in order to take action as well.
Let's state, for the record, and further reference, ****** *********'s contract to me is under the heading of RF Development and Contracting and RF Electrical Contracting Corp, so both entities share equal responsibility.
The statement that RF Development and Contracting and RF Electrical Contracting Corp did only what was in our agreement with them, and never did any gas work can be argued as follows. The contract with his two business entities clearly states under Number 4, "Supply and install the following" "Plumbing and Gas lines as needed" AND Number 11 "Work already completed: Supplied and installed 6 Ft. section of Slant Fin ( brand-name), hot water baseboard in kitchen, including all associated piping, fittings, etc. Relocated, same after initial install as per Owner's request." End quotes.
There is also irrefutable, and easily obtained evidence ** ********* DID have his pipe threader at my house to fabricate and install the Gass Supply line to the range. He was also seen, by neighbors, and people in the adjacent school, using his pipe threading machine and cutting and threading the Galvanized Steel pipe in daylight, in plain view in my shared and open driveway. The record shows he was the only one doing the plumbing work as stated on the contract. There is also forensic evidence available he was the one who handled the total length of the new galvanized steel piping he installed for the range, and the fittings and tubing for the kitchen heating baseboard.
Plumbing and gas line work was done without a Plumbing License. The Gas Line turned out to be a problem since he did not check the specifications for the new range but proceeded without the facts.
We did not have ANY further contact from anyone associated with RF Development and Contracting and RF Electrical Contracting Cor after ****** ********* erupted on the phone on February 3,2024 after I reminded him of the messed-up moldings. That was how he wanted to resolve my dissatisfaction with that part of the work after he received $25,000.00 out of an agreed $29,000.00 for work which did not meet satisfaction.
We did, however, receive two BOGUS and Exaggerated Linens, processed as of February 6, 2024, stating and claiming fictitious extra work, including additional heating system work, which was already completed before the kitchen job began. We did receive a letter from ****** *********'s collections attorney stating there are unpaid electrical work invoices which do not even exist. RF Electrical Contracting Corp and RF Development and Contracting Corp has fabricated their response, and unless that is resolved, we cannot proceed to a resolution. This is sufficient reason why this issue has not been resolved.
