The University of Rochester, Transportation and Logistics dept. owns a parking garage on East Ave (the East End Garage) which I have a resident parking pass for as I live across the street in 111 on East. The University of Rochester took ownership of this garage in January of 2024 and installed new gate systems for the entrances. These gate systems we were told would be operational in February of 2024 and that resident parkers would need to purchase their parking permits through a new website. As I believed the gates would be operational, I purchased my parking permit for $93. However, the entire month of February 2024, the gates were not operational - the gates had been up and open the entire month and were not closed/operational until March 2nd 2024, meaning that anyone was able to enter and park in the parking garage for free. I emailed them on February 29th 2024 to request a refund and was denied. I also called that day and was told that once the gates were closed/operational, anyone who entered the garage for free would be back charged. However, during the month of February 2024, I had multiple friends who came to visit and used the garage to park in and have also since parked in the garage when the gates were closed/operational and they were in fact NOT back charged, meaning anyone who did enter and park in the garage during the month of February 2024 did indeed get to park for free. I was charged $93 for a service that was provided to everyone else for free and am being refused a refund. I emailed the garage again on 6/18/2024 regarding the refund stating that I am still owed $93, as well as another matter, and again was refused. The garage has since stopped replying to my emails, my last email being Thursday 6/20/2024 where I again explained that I was charged for a service everyone else received for free and am still owed a refund.
