    Owner Charles Wright agreed to paint and repair all of the windows on my home. I signed a contract with him in March of 2021. He required a $700 down payment. Once I paid him, we met two more times so that he could review the work to be done and get window measurements. He also took several window panes of different sizes to take to the glass shop. He initially stated that due to the weather, he could not start the job. It was cold and rainy throughout March, so I felt this was reasonable. In April I called to see when he would be able to start. He stated that it he could not get to me because it had been raining too much, and also because he was in a lot of meetings regarding other jobs. He promised to start before the end of the month. The weather in April was not so bad that he could not at least start, but he did not do any work in that month, continuing to state that it was raining too much. In early May, he called me and asked me out to dinner. I was surprised and also very uncomfortable; I thought it was unprofessional and also very inappropriate. Additionally, I felt he needed to invest any free time he had to do the job that I had paid him for. I told him that I would prefer that he focus on the work. He promised to get to that as soon as possible, but continued saying that he was still going to take me out one day and invited me to one of his church services. He did not do any work in May; he continued using the "rain excuse" By this point I was pretty frustrated. It had been nearly three months since I had given him my deposit and he had not even started. All through June he used the same excuses: in meetings, busy on other jobs, and too much rain. I told him that weather in May was actually pretty nice, there were plenty of dry days, and the same for June. At the beginning of July, I told him that I was just very disappointed because I had looked forward to having my windows done months ago, and now we were in mid-summer with no progress. I asked him for a refund and my window panes back. He started again saying, for what seemed like the 100th time, that if the weather had just "let up", he would have been able to get the job done. I didn't even care to acknowledge his poor excuse this time, I just asked him to return my money and windows. Over the next few weeks he came up with several excuses for not refunding me. We arranged to meet at the house at least three times, but he never showed up. I was there the entire day each time, but he never showed or called. Once he claimed (lied) that he came but I wasn't there. When I told him that I had been there the whole day, he just got quiet. A day or so later, I texted him (because he would not answer my calls) that I felt hat he had no intention of paying me back, and he replied that I he was not trying to keep my money, but he needed more time because his off-shore account had been hacked. He asked me to be patient. After that, he never called me back, and when I tried to call him he would decline my phone calls.
