      On March 5, 2022, I contacted Reliable Roofing LLC after receiving a notice from the City of Phila on March 1, 2022, stating my porch roof needed repairs to avoid a code violation. The Owner of Reliable Roofing LLC, only known to me as Larry, scheduled one of his representatives to come to my home to assess the work that needed to be done. Shortly there after, his representative inspected the damage and reported back to Larry. On March 8, 2022 Larry forwarded a proposed contract to me. I subsequently had a discussion with him about my concerns with some of the details of the contract. Larry then sent me a revised version of the contract with his signature (Total cost $3,800.00). On March 9, 2022, I signed the contract and returned it to him. In addition, on March 9, 2022, I gave him a $1,000.00 deposit and was assured by Larry that he would schedule the work to be done within the next few weeks. I was fine with that. I did not hear from Larry over the next three weeks so I called him, he stated he'd been very busy but he'd get to my job soon. Two more weeks went by and I had not heard from Larry, so I called again on or around April 15, 2022. This time he did not answer the phone but he did responded almost immediately by text, letting me know that he had ordered material for my roof but was waiting for an item or two. Over the next four (4) months my phone calls were met with one excuse after another. On August 15, 2022, I received a Violation Notice and Order to Correct from the City of Phila. After several unsuccessful calls to Larry, I finally spoke with him on August 17, 2022. On August 18, 2022, Larry informed me the work was scheduled to be done on Monday August 23, 2022. On Monday morning I realized it was the 22nd so I texted Larry to clarify if he meant Monday the 22nd or Tuesday the 23rd. Unfortunately, his response was just one excuse after the other to delay the work. As of August 30, 2022 he's refusing to honor our contract unless I pay him $6,900.00.

      To start, the delays were all pandemic related. It is impossible to get materials, even today. When we did arrive the day to do the work,(after custom ordering his materials, which can't be returned now), we noticed this porch was in much more need of repair. It had deteriorated beyond repair. It went from a porch repair to a porch rebuild! Underneath the roof the wood was all rotted. The front main wood had bowed terribly, and pulled all the other support beams with it. It needed to be fully replaced. Which is why the City violated it. *** ****** insisted we repair it as per our original proposal. The City of Philadelphia had violated this structure, "Unsafe." It needed to be fully replaced. the original proposal in March 2022 was for $3800. After reinspecting it in August 2022 it needed to be ripped down and replaced. Materials alone would cost us over $4500. We gave him a price of $6900. He insisted we do the work as proposed in March 2022 for $3800. If we did, the City would not only violate us, but *** ****** too. When *** ****** called us, all he did was yell and talk over us. He refused to accept his porch needed more work that the original proposal. There was no more verbal conversation we would honor. Texting, no problem. As the owner, I will not do work improper work! Especially with the City coming back to inspect. The offer still stands, we will do his porch properly for the $6900 balance we told him. This will give him a sound porch and the City off his back.
      We sent a crew out, and spent over $2000 already on his materials. We certainly do want to continue to do this work for *****************

      I am rejecting this response because: 

      The response to my complaint is a misrepresentation of facts. Nothing about the job that needed to be done had changed from March to August. The only thing that changed was the Citys notification of inspection. Furthermore, there were no custom materials ordered for the job in question. Finally, the materials to complete the job retailed for approximately $600 in March and approximately $1500 in August.

      Regardless of ** ******* assessment of the material costs, the porch was in terrible shape and needed a full replacement!
      When the original assessment was given it didn't need as much work. I'm not sure when the last time *************** got prices on materials, but they are astronomical today. His originally quote was $3800 for material and labor. To do the work so the City of Philadelphia approves it today, just materials cost $4800. Despite what *************** thinks, that's the material cost. His initial materials were also custom ordered and not returnable. We still offer to do his porch correctly, so the City approves it, for the new price we quoted. We certainly would never do the initial work that was proposed! The City would certainly flag his house for sure!

      By The Way, *************** never told us about the City Violation until we showed up the day of the job, even though he was violated before our initial estimate
