On Sept 21st 2022, ****** and ************************* entered into a contractual agreement with Grounded Electric LLC (HIC # ********) for renovations of ********************* bottom floor. We paid $18,000.00 in a deposit as stipulated in the contract for contracting services to total $50,000.00 by the end of the project to be paid incrementally by agreed upon milestones within the project. Thomas B*****, the company's representative, stated that he attempted to obtain a permit from the City of Philadelphia but was unable to do so due to a lack of proper insurance coverage. No work has been completed or started. This company initially said they were licensed and we checked their license with the state of PA HIC #********* and insurance as verification. However, when Thomas B*** applied for a permit with the City of Philadelphia, he was unable to provide the appropriate documentation (scope of work and insurance requirements) to secure a Philadelphia permit or license. On 10/15/2022 Thomas B*** stated he would refund the total amount of $18,000.00 back to us by 10/17/2022. We requested certified funds and tracking but after this request we have not heard back from Thomas B*** after several attempts to email, call and text . We are now concerned this company has absconded with our deposit and is in breach of contract. We are attempting to solve this at the lowest possible level with return of our funds through a secure method immediately. We are requesting the return of our $18,000.00 deposit in full through certified trackable funds (bank check, money order or bank/ wire transfer) immediately at Grounded Electrical LLC's expense.Business response

I took on a job assuming I could pull permit. Once I couldnt pull permit I issued refund. They have already received the refund and have cashed the check. They were repaid the entire deposit in full.
