PSERS employs, completely unsupervised, and unaccountable departmental "shell" which is known as Health Options Plan or HOP (retiree insurance group) which is actually run by subcontractor "Trustmark" from Lancaster PA. It has taken me four months to make all the hidden connections from HOP to TRustmark to PSERS. None of the above publish names or direct phone numbers for any person or department. After Trustmark false statements and repeated "pass the buck" phone contacts from me, I began to communicate solely in writing. I have written copies of all below. TRustmark incompetence involved four consecutive errors and repeated denial of their own process flaws in simply allowing retirees to apply for insurance coverage, delaying my coverage approximately six weeks. PSERS refused to accept accountability or to intervene with terrible process errors and verbal abuse of HOP customer (me) by Trustmark subcontractor When TRustmark errors in process were finally acknowledged (by PSERS, NOT by Trustmark), the next round of errors began with more incompetence and ignorance of Trustmark's own system of nonexistent proof of insurance for retiree to share with providers -- missing or no insurance cards. Errors on proof of coverage delayed another month for medical supplement, and vision (now corrected after two months). Both dental and prescription insurance have continuing errors to this date (four months), such that my dentists (shocked at Trustmark's amateurism) and with unusual provider compassion are trying to help me gain proof of dental coverage for me. Finally, now after four months of ignorance and errors, it is clear that Trustmark is invoking pricing by "bait and switch" tactic which should be illegal, via a promise of unchanging rates for Trustmark insurance coverage, in combination of a personalized statement of published rates for me (personally) which they refuse to honor. The threaten me to buy their insurance at at a higher rate than my personalized (lifetime) rate, which they claim that they will lower next year . . . This refusal is in spite of the fact that I am younger (therefore less costly to insure) than their actuarial rate tables, in spite of the fact that I received "personalized" rates and in spite of the fact that Trustmark promises stable rates for lifetime in their marketing materials. Trustmark (subcontractor) is enmeshed in incompetence and in process flaws and logistical errors, unaccountable to retiree customers, unaccountable to PSERS, anonymous to all by name and address, using illegal bait and switch marketing.
