      I ordered a house from PBS through an independent builder since they do not sell directly. Final plans were signed on 2/3/2021 which included a finished EPDM roof per PBS specs sheet #***** and stamped drawings. The house was delivered on 9/15/2021 with an incomplete roof. I spent $2400 to fix the roof properly after multiple failed attempts to get this rectified through PBS. I’ve made several attempts to reach out to Michael L******* via telephone and email seeking reimbursement for a breached contract. I've been given the excuse multiple times of “Covid related delays” is the reason they sent the house as is. I followed all proper protocols to communicate seeking reimbursement and PBS straight out refuses. PBS is pushing this issue off to the independent builder instead of making right on their contract. They’ve already caused delays due to improper measurements of siding, corner posts, roofing paper, and shingles which were not shipped per the contract, not to mention the faulty three-way switch wiring which I had to hire an electrician to rectify with my own money.

      In response to the complaint ID #********; ***********************,

      The complainant did purchase the home through an independent builder as we only produce homes for independent builders and have our contracts with the builder. This home was a unusual build being single wide units two stories with an EPDM rubber roof. In the design of this home the overhangs were flipped up so the EPDM roof could not be finish at the factory and had to be finished onsite after the overhangs were placed in position. We are not privy  to the contract between the builder and the homeowner as to what was to be finished onsite by the builder or the homeowner. The builder was reimbursed for reported shingles siding and a corner that was purchased onsite. we have no report of a three way switch wired incorrectly.

      The home is purchased through a builder as our contract to build id with builders. the homeowner contract is on the other side also with the builder. as with all modular homes the contract calls for certain materials and design that cannot be completed at the factory before a home is shipped and is outlined in a set manual. This should be understood by the builder and his onsite contractor. the homeowner does not have a contract with us as the manufacture his contract is with the builder on record. i have reviewed all service reports that are done by email from the builder and could not find any reporting a faulty 3 way switch or wiring. I would like to recap the fact that the homeowner contract is with the builder on record and not with the manufacture for the items needed to be completed onsite.

      I am rejecting this response because: the roof should have been completed per the contract.  If it was not to be completed the contract would state that and the itemized list would make note.  Non of this was noted.  I just want to be reimbursed for the job your company failed to complete per the contract.
