Government Action: BBB reports on known government actions involving business’ marketplace conduct:

United States of America v. Michael Bloom

The following describes a government action that has been resolved by either a settlement or a decision by a court or administrative agency.


On April 27, 2023, Michael Bloom was sentenced by the Court of Common Pleas in Lycoming County to 2½ to 7 years in prison on seven theft by deception counts on which he had pleaded guilty to theft by unlawful taking for contracts he entered into for elevator installations at six Pennsylvania residences and one church. According to the Pennsylvania Attorney General’s Bureau of Consumer Protection (BCP), the contractor targeted older individuals, took $106,860.00 from his clients, and did not complete the promised work.


On April 27, 2023, the BCP filed new charges against Bloom, including two counts each of theft by unlawful taking, theft by deception, theft by failing to make required disposition funds, deceptive business practices, dealing in proceeds of illegal activities, receiving advance payments for services and failing to perform, and misrepresenting contractor identifying information. Specifically, the owner allegedly took deposits from two individuals above the age of 60 after his HICPA registration was revoked in July 2021 and received a total of $12,020.00 for jobs he had no intention of completing, investigators said.
